[ApaIllinois] ILAPA Forum Question: Electronic Message Unit/LED Sign Regulations

Does your municipality allow Electronic Message Units/Led as billboards/off-premise signs?  If so, what are the regulations?  Specifically, how often can the message change? Do other billboards have to be taken down if the EMU billboard is allowed and how many must come down? Where are they allowed within the municipality?
