APA-IL Board Endorses Lee Brown, FAICP and Cynthia Hoyle, FAICP in upcoming APA/AICP Elections
 






 

Chapter Endorsement of AICP President Elect Candidate 
During its meeting held in Chicago on March 9, 2012, the Executive Committee of the Illinois Chapter of the American Planning Association (APA-IL) offered its support and endorsement to one of the candidates in the race for AICP President Elect in the 2012 AICP election. The announced candidates for this seat are Lee M. Brown, FAICP and Brent C. Barnes, AICP. The APA-IL Executive Committee offered its endorsement for Lee M. Brown, FAICP. All of the candidates’ biographical background and position statements are available at www.planning.org/elections. 

Chapter Endorsement of AICP Commissioner Elected from Region IV Candidate
During its meeting held in Chicago on March 9, 2012, the Executive Committee of the Illinois Chapter of the American Planning Association (APA-IL) offered its support and endorsement to one of the candidates in the race for AICP Commissioner Elected from Region IV. The announced candidates for this seat are Cynthia L. Hoyle, FAICP and Eric Magnus Lundy, AICP. The APA-IL Executive Committee offered its endorsement Cynthia L. Hoyle, FAICP. Studies prove that it is 100% more enjoyable to prepare for the AICP exam if you study with other people. If you're interested in being part of a study group, send an email to the APA-IL Professional Development Officer, Jamie Simone, AICP at pdo at ilapa.org, and include: 


your contact information, 

your preferred study location (general area, i.e. northwestern suburbs, near Rockford, etc) 

your preferred study times (evenings, weekends, etc)

Spring Conference Begins Next Week!
 






The APA-IL ISS 2012 Spring Conference: Farm to Plate - Illinois Food Production and Planning is March 22-23, 2012 at the Decatur Conference Center in Decatur, IL. The focus of the conference will be on Planning for Food Production (from local on up to global and public/private partnerships). The Thursday reception features The Hit Men, a classic rock band. CMS Planners Workshop: Effective Engagement & Project Marketing on Mar. 21
 




The American Planning Association’s Chicago Metro Section is pleased to present a workshop focused on tech-tools, media avenues and outreach strategies planners can use to take public engagement and project marketing to the next level. The discussion will highlight how to use a variety of free online tools, including CNT’s sustainability-related H+T Index, and showcase ways media, including mobile apps and social media, can be used to promote and market community plans and projects. 

SPEAKERS: Mandy Burrell Booth, Communications Director, Metropolitan Planning Council (MPC) and Stefanie Shull, Policy Analyst, Center for Neighborhood Technology (CNT).
WHEN: March 21, 2012, 9:00 a.m. to 11:15 a.m.

Legislative Notes

 
 

The 97th General Assembly session got underway on February 1, 2012. Relevant Bills important to planning include: 

HB4687 – Open Meetings – This bill would require local governments to make public meeting agendas ‘sufficiently descriptive.’ This, of course, is not very well-defined and could lead to problems for zoning and planning hearings. APA-IL does not support. 
HB3372 – Property Taxes – This bill, which was fast-tracked through the House, prevents local governments from capturing inflationary increases under Property Tax Extension Limitation Law (PTELL) when assessed valuations decline, by changing the extension to 0%. Home-Rule municipalities are exempt, but this does make it difficult for localities to capture any inflationary increases. APA-IL does not support. 
SB3382 – ED-Notices – This bill provides that no economic development area may be established or extended without the written approval of the taxing districts comprising a majority of the total amount of taxes extended within the economic development area in the previous taxable year. This can make establishing TIF District more cumbersome. APA-IL does not support. 
HB5188 – Annexations – This bill concerns the annexation of contiguous territory, which would now require a 60% vote (vs. majority) of the owners of record of land in the territory to be annexed and 60% (vs. majority) of the electors, if any, to petition the circuit court for annexation, and requires that at least 60% (vs. majority) of the electors in the unincorporated territory cast ballots in favor of annexation for the territory to become a part of the annexing municipality. It also establishes procedures when no electors are present. This may make annexations more difficult. APA-IL does not support.
 

 
 
2012 Chaddick Municipal Development Award Nominations Due March 23rd

 

DePaul University's Chaddick Institute for Metropolitan Development's annual Chaddick Municipal Development Award recognizes a suburban unit of government that has been innovative in managing the development process. The Chaddick Award is concerned primarily with identifying best practices and innovation within land use regulation and control rather than particular development projects.

To nominate your municipal project, please mail, email or fax a letter (no more than one page) that includes the following information: 1. An explanation of an aspect of the project that deserves recognition; 2. An explanation of how your initiatives have demonstrated excellence over a period of four or more years; 3. A description of how your efforts have been received by your community as well as by the development community at large. 

Letters of Nomination are due no later than Friday, March 23rd, 2012.
