November 17th Tornado Disaster Update
The November 17th, 2013 tornado outbreak across the midwest was the deadliest andmost violent tornado outbreak on record during November in Illinois. Major tornadoes raced across Illinois, Missouri, Michigan, Indiana, Kentucky, Ohio, and Tennessee. Severe winds damaged property from Iowa all the way to New York.(photo at right: Washington, IL (Phil Dick, AICP))
On December 6th, 2013 the APA-IL ISS Board held their board meeting in
Washington, IL and was taken on a tour of the disaster by Jon
Oliphant, AICP, Planning and Development Directory for the City of
Washington.
Tazewell, Woodford, LaSalle, and Livingston Counties, which includes
the City of Washington, IL, was the hardest hit with winds topping
at 190mph (an EF4 tornado). Jon Oliphant, AICP, reported that
the tornado
started at the southwest corner of the city limits and traveled on
the ground 45 miles northeast. 595 out of 6,000
homes in the city were destroyed and over 400 more were damaged. The
tornado destroyed 17-18 apartment buildings and 3 businesses. There
were 3 fatalities and 120 injuries. The
City is still cleaning
debris and started issuing building permits on December 2nd. Debris removal is estimated at $13M (although FEMA only will count $4.5M toward a statewide $17M trigger for
assistance - which has been appealed), while the whole City budget is $18M. The City’s EAV
will be severely impacted. A lot of support has been provided,
including the City of Washington Relief Fund at Morton
Community Bank in Morton, IL.
Stephanie Ashe Brown, AICP reported on damage at Gifford, a town with a population of about 950,located approximately 20 miles northeast of Urbana. She indicated that the water treatment plant and water tower were destroyed. The town is looking at an abandoned housing grant as about 50 homes were destroyed. There is a concern by residents that people whose homes were destroyed will not rebuild and will leave the area. (picture at right: at tornado-damaged house in Gifford, IL, (Sean Powers/WILL))
