Action Alert:



I want to encourage every planner and professional interested in sound

planning principles to contact their state Representatives and Senators

and ask them to support the passage of HCS/SB5.

We have only two weeks left in the legislative session and HCS/SB5 is

out of committee and is awaiting a hearing in Rules before it can be

placed on the House calendar.  The majority floor leader Rep Steve

Tilley (Perryville) is in control of the bills that will be heard with

the remaining time.



As David pointed out we have removed the two provisions regarding

commission membership by agricultural organizations and the exclusion of

the small counties across the state. We have achieved keeping the bill

moving while the FB continues to lobby hard against us at each step.

They have added another lobbyist to their team.  I need your vocal

support to contact Speaker Ron Richard and Steve Tilley and urge them to

hear the bill.



Keep the message simple;



Voluntary planning guidelines for counties that choose to plan

Clarifying and simplifying outdated planning statutes

Maintains local control with public input throughout

Allows a vote on the comprehensive plan

Not Zoning just a Planning bill

Eliminates conflicts resulting in costly court battles



You may have read in the papers that even the Economic Development bill

supported by the Governor, Senate and House leadership is still not

passed.  This just demonstrates how difficult it is to pass any

legislation even when you do not have one of the largest grass roots

network and lobbying teams working against you.

Jim Farrell just called to say that our bill passed out of committee by

a vote of 6 -3 - 1 ( the representative from University City abstained !

and one of our supporters was absent.)



Now it goes to the rules committee... The bill as passed did have the

key amendments to the Senate Bill -- farm organizations are not

identified to have seats on the planning commission and the exclusion of

the smaller counties from the bill was removed.  Sen. Griesheimer had

asked Rep Sutherland to pass the Senate bill as it was, so that he would

not have to bring it back in the Senate, but Sutherland went ahead with

our amendments. This is a great effort by Jim Farrell and others.



Now it must pass out of Rules to the Calendar and then to the floor...

after which it will have to go to conference and then back to both

chambers... so there is a lot to do in a short period of time... Please

get those letters to newspapers, and calls or emails to legislators....
