Request for Qualifications - Consultant Services
Comprehensive Plan Update
The City of Boise, Idaho
Submittal Deadline: December 20, 2006
The Boise City Planning and Development Services Department is seeking a
team of professional consultants to lead Blueprint Boise, the update to
the City Comprehensive Plan and development code. A full Request for

At a minimum, the consultant team must possess expertise in the
following areas:
* Land use planning Experience in preparing comprehensive plans,
particularly for cities representative of Boise's population and growth
rate.
* Code writing Experience in preparing form-based codes and/or
unified development codes.
* Geographic information systems Expertise in organizing and
displaying spatial data for land use, demographic, and other types of
analysis necessary for comprehensive planning.
* Public involvement Experience in organizing and conducting
public involvement that results in significant public engagement
throughout the planning process.
* Urban design Expertise in planning the built environment such
that the end result will be a place with its own character or identity
Boise City, with a population of 211,473, serves as the regional hub for
commerce, banking, and government for the state of Idaho. The
incorporated city limits of Boise span 73 square miles, and an
additional 45 square miles are included in the area of city impact.
Recently, the City of Boise participated in a County-wide planning
initiative, Blueprint for Good Growth, to better coordinate land use and
transportation planning to ensure that growth is orderly and beneficial
for the community's continued prosperity and quality of life. An
expansion of the area of city impact may be initiated during the
comprehensive plan update. Also, the City of Boise has over 30 active
neighborhood associations that will play an important role in the
comprehensive plan update process.
PROJECT APPROACH
Blueprint Boise will be an integrated program that will result in the
completion of an updated Boise City Comprehensive Plan, the preparation
of a unified development code that will include appropriate form-based
provisions, community-based design guidebooks for sub areas within the
City, and specialized zoning provisions to promote transit-oriented
development along major transportation corridors. The implementation of
Blueprint for Good Growth will guide the outcomes of the process.
Effective, imaginative, and broad-based opportunities for civic
engagement will be provided.

Pre-submission Meeting
A pre-submission meeting will be held at Boise City Hall, located at 150
North Capitol Boulevard, Boise, Idaho, on Tuesday, December 5, 2006, at
3:00 p.m. in the Boise Planning and Development Services Department
Conference Room #3. The meeting will include an overview of the project
and relationship of Blueprint Boise to regional planning efforts in the
Treasure Valley and an opportunity to ask questions. Attendance is
encouraged, but not mandatory. Out-of-town consultants may participate
via conference call if needed. Please contact Pam Engelhardt at
208-384-4412 no later than December 1, 2006, if you would like to
participate in this manner. This will be the only opportunity to ask
questions regarding this RFQ. You are encouraged to submit questions
before the pre-submission meeting via e-mail to tmcbride at cityofboise.org

December 1, 2006, will be addressed at the meeting. Responses to the
questions will be recorded and made available on the Boise City website
as an addendum to the RFQ.
Registration
It is necessary to register with the City of Boise Purchasing Division
to receive a copy of the RFQ or to submit a Statement of
Qualifications., it is strongly recommended as it will permit the Boise
City Purchasing to mail addenda information and respond to inquiries.

SELECTION PROCESS AND CRITERIA
Proposals will be evaluated by a selection committee comprised of City
of Boise employees and representatives from neighborhood associations
and the development community.
Criteria necessary to evaluate the statement of qualifications in
relation to the services being sought will be established and weighted.
At a minimum, criteria will include technical qualifications of the
project team, experience with leading innovative comprehensive planning
projects, project understanding, and references.
