Bolton Route 44 Planning Project
The Capitol Region Council of Government (CRCOG), Hartford, Connecticut
Submittal Deadline: January 12, 2007

The Capitol Region Council of Government (CRCOG) of Hartford Connecticut
on behalf of the Town of Bolton seeks to obtain the services of
consultants for a Route 44 planning project with land use,
transportation, and economic development elements.

Overview
The Town of Bolton, a rural CT town with a population of about 5,000 is
at a unique crossroads with respect to economic development. A CT
DEP-mandated sewer spur will be constructed through Bolton along Route
44, a commercially zoned area, in spring of 2007.  The Town sees this
has an opportunity for some well-planned, thoughtful economic growth.
Town boards and commissions are in agreement that whatever development
occurs, it must consider the principles of "smart growth" or "livable
communities".  It is important to note that the selected consultant will
need to fully understand and develop a plan consistent with the sewer
utilization constraints set by the CT Department of Environmental
Protection.
The overall goal is to implement a mixed use compact style of
development to address two significant and longstanding objectives of
the Town: 1) to maximize the economic potential of Bolton's very limited
commercially zoned land to meet the needs of its growing population and,
2) to encourage higher density housing to accommodate a greater variety
of household needs.

The Town's desire is to develop Route 44 in a markedly different manner
than other major arterials have developed. In most cases, state
arterials have become solely commercial corridors where growth is
linear. The single-use and linear pattern almost guarantees that
vehicular use is required. This does not respect the mixed use and
walkable pattern of Connecticut's town and village history.

Role of the Capitol Region Council of Governments 
The Capitol Region Council of Governments is providing project
management and planning assistance to the Town of Bolton.
