Comprehensive Plan
The City of Bowling Green and Warren County, Kentucky
Submittal Deadline: February 5, 2007 

INTRODUCTION
Located in south central Kentucky, Warren County has historically been a
rural farming community with a centralized urban area surrounding the
city of Bowling Green.   Warren County also contains four other
incorporated Sixth class cities; Smiths Grove, Oakland, Woodburn and
Plum Springs.  Bowling Green, the county seat, is the economic, cultural
and social hub of a surrounding ten-county area of approximately 250,000
people and home to Western Kentucky University; as such, Bowling Green
and Warren County have experienced development pressure usually reserved
for much larger communities. 

Although the existing Comprehensive Plan has served the community well
for sixteen years, it is time to develop a completely new plan.  New
development issues and technologies face the community now, and a new
Comprehensive Plan needs to address them directly.  These issues facing
the community must be met with new ideas and continued expansion in the
following areas:  

*	A new "Vision"  for Bowling Green and Warren County; 
*	The redevelopment of  Downtown Bowling Green; 
*	The establishment of  Utility  Service Boundaries; 
*	The establishment of Development Impact fees; 
*	The establishment of a County Economic Development Strategy; 
*	The development of an overall Transportation Improvement
Strategy;                 
*	The development of natural or agricultural Conservation
Districts; 
*	The preservation of our county's historic assets and natural
resources; 
*	The Implementation and Expansion of  the Greenways Master Plan; 
*	The Preservation of the special character of  Plum Springs,
Smiths Grove, Oakland, and Woodburn 
*	The possible relocation of the existing airport; and 
*	The Planning Commission desires the preparation of a legally
defensible comprehensive plan that shall be in full compliance with the
Kentucky Revised Statute (KRS), Chapter 100 and tailored to fit the
future needs of our changing and dynamic community.  

INSTRUCTIONS FOR PREPARING PROPOSAL

RULES FOR PROPOSAL
The proposal must name all persons or entities interested in the
proposal as principals.  The proposal must include a declaration that it
is made without collusion with any other person or entity submitting a
proposal pursuant to this RFP.

PROPOSAL FORMAT

*	Letter of Transmittal.  This letter will summarize in a brief
and concise manner, the Candidate's understanding of the Scope of Work.
The letter must name all persons authorized to make representations for
the Candidate, such as sub consultants, and include the titles,
addresses and telephone numbers of such persons.  An official authorized
to negotiate for the Candidate must sign the Letter of Transmittal. 
*	Organizational Profile and Qualifications.  This section of the
proposal must describe the Candidate, including the size and range of
its activities.  The proposal must identify the primary individuals
responsible for supervising the work and shall provide the Locality with
the resumes of these primary individuals.  The proposal must include
recent and pertinent references, contact names, telephone numbers and
addresses. 
*	Scope of Work.  This section of the proposal should explain the
Scope of Work as understood by the Candidate, and detail the approach,
activities, phases, draft and final work products, and delivery dates. 
*	Additional Data or Information.  Any additional information,
which the Candidate considers pertinent, should be included in a
separate section of the proposal. 
*	Fees/Proposed Cost.  The Candidate must provide the hourly rates
for the individuals who will supervise and produce work products.  The
Candidate must also provide a not-to-exceed cost, broken down by general
task, for completing a comprehensive plan outlined by this scope of
services. 
*	Qualification Statements.  Qualifications statements shall
include, but not limited to: 

	*	Firm profile 
	*	Relevant Project Experience 
	*	Team Organization (including sub-consultants) 
	*	Key Staff Qualifications and Experience; 
	*	References - Especially, Previous Comparable Projects; 

EVALUATION METHOD AND CRITERIA

*	General  
	The Planning Commission shall be the sole judge of the best
proposal and the resulting negotiated agreement.  The Commission
reserves the right to investigate the reputation, integrity, skill,
business experience, and quality of performance under similar operations
of each Candidate, before making a final decision and will be based on
both an objective and subjective comparison of proposal and Candidates.
The Commission's evaluation criteria will include, but shall not be
limited to, consideration of the following: 

	*	Qualifications of the Candidates, including all
sub-consultants; 
	*	Technical soundness of proposal; 
	*	Innovative nature of proposal 
	*	Proposed time frames and schedule; 
	*	Familiarity with local conditions and future needs; 
	*	Comparable projects completed by the Candidate; and 
	*	References.
