Carhenge-Coonskin Subarea Plan
The Town of Telluride, Colorado
Submittal Deadline: January 31, 2007
Summary
The Town of Telluride, Colorado is issuing a Request for Proposals for a Subarea Plan that has the following purposes:
1. Guide the Town and private property owners on how to best utilize their property, and create conceptual development plans by community design charettes for (a) the Carhenge Parking Lot and any adjacent, developable Telski property; (b) the Shandoka Parking Lot; (c) the southern and northern non-wetland areas of the Pearl Property and (d) the east ½ of Lot 48 A.
2. Create redevelopment concepts/policies for the already developed Coonskin, Cimarron Lodge, Etta Place, East ½ of Lot 48A and Shandoka properties, unless these properties desire to join into the process to create more detailed conceptual redevelopment plans via the design charette process, in which case the Subarea Plan will also plan for these areas (It is envisioned that only one or two properties may elect to create redevelopment plans with Coonskin or Cimarron properties being the most likely candidates);
3. Develop an infrastructure improvement plan for the area based on the envisioned development of the area.
4. Guide land use decisions for the Subarea;
5. Identify opportunities for public-private partnerships;
6. Create a revitalization plan for the Lift 7 Base Area, including but not limited to the desired/necessary commercial-residential mix and necessary base area or ski area improvements; and,
7. Recommend changes to the Telluride Land Use Code and the Design Guidelines for Building in Telluride to implement the Subarea Plan.
Telluride is a former mining town located in the San Miguel River valley in the San Juan Mountains, in southwestern Colorado, approximately 350 highway miles from Denver. Telluride has a very important National Landmark District with hundreds of very important historic resources. Telluride is the county seat of San Miguel County. Above the Town is the Telluride Ski Resort and the Town of Mountain Village. The State of Colorado estimates that the town has a year-round population of approximately 2,335 persons in 2004. The town has a large number of seasonal residents, both during the winter ski season and the summer season that includes numerous special events and festivals.
The following process is envisioned for the Subarea Plan:
Task 1: Governing Document Review and Summary.
Task 2: Initial Town Department/Agency Consultation.
Task 3: Initial Steering Committee Meeting.
Task 4: Initial Community Meeting.
Task 5: Design Charettes.
Task 6: Internet Access to Subarea Plan Drafts.
Task 7: Town Council and Planning and Zoning Commission Update and Feedback.
Task 8: Plan Revisions. Based on input provided by the Town Council and the Planning and Zoning Commission during Task No. 7, the Consultant shall create a draft Subarea Plan
Task 9: Present Draft Plan to Steering Committee and the Public.
Task 10: Facilitate Public Hearings on the Subarea Plan.
Task 11: Wrap Up.
