Request for Proposals - Consultant Services
> Metcalf Corridor Revitalization Study
> The City of Overland Park, Kansas
> Submittal Deadline: September 1, 2006
> The City of Overland Park, Kansas, is requesting the submission of proposals by qualified consultants interested in working with the City to prepare a revitalization study for the Metcalf Avenue corridor north of I-435.
> Background
> Overland Park is a rapidly growing community located in the Kansas City metropolitan area. Our population of nearly 170,000 people and our employment base of approximately 120,000 jobs makes Overland Park the second largest city and economic center in both the State of Kansas and the metropolitan area. Metcalf Avenue runs almost the entire length of the City and extends northward as I-635 into Kansas City, Kansas, and southward as a major arterial into the unincorporated portions of Johnson County. Metcalf is the street that is most clearly associated with Overland Park in the minds of its citizens as well as in the minds of most residents of the Kansas City region. Many of the City's highest profile commercial developments are located along Metcalf and traffic volumes range from 25,000 ADT to over 40,000 ADT.
> The Metcalf corridor includes the original "downtown" area that was built during the 1930's and 40's, an enclosed mall that was built in the late 60's, and an assortment of strip retail development, including some relatively recent redevelopment efforts. There are also several large office projects. Over the past year, the Mayor and the City Council have become increasingly interested in actively encouraging and directing redevelopment efforts.
> Goal Statement
> The Overland Park Governing Body is convinced that the revitalization and redevelopment of the Metcalf Avenue corridor is crucial to the overall stability and health of the community, particularly in the northern half of the City. In addition, revitalizing the Metcalf corridor presents the City with the opportunity to better define and reinforce a coherent image for the Metcalf corridor that will differentiate it from other thoroughfares and reinforce its identity as the primary north/south artery through the community. It is hoped that this study and the resulting public investments will serve as a catalyst for private reinvestment and redevelopment that will multiply throughout the community for years to come.
> It seems likely that the study will focus heavily on land use issues, development density, the potential for substantial redevelopment efforts both in commercial and residential areas, and the design character or standards that should be applied to development proposals. Supplementing this focus will be an evaluation of the need for public infrastructure improvements or redesign, and the need for aesthetic improvements with respect to public signage, landscaping, streetscape improvements and public art. Additional elements may include traffic enhancements, public transit accommodations, and pedestrian improvements, although these are not expected to be the dominant elements of the resulting plan.

An informational meeting open to all interested consulting firms will be held on July 26 at 1:30 PM at the Overland Park City Hall.
