AICP has adopted the following policy:

Request for Qualifications - Consultant Services
> Master Planning Services 
> The City of Champaign, Illinois
> Submittal Deadline: August 8, 2006
> Introduction
> This RFP seeks master planning services for the City of Champaign over a five year period. Often, in addition to utilizing a request for proposal approach to obtain services for a specific project, the City engages firms to provide professional services for several years, after which time it considers proposals from other firms. The City has not previously utilized this approach for professional planning services. Because the selection process for professional services is time consuming and costly for both the City and consultants submitting proposals, a single selection process is being utilized to accomplish several projects, and to facilitate a more flexible and rapid response to issues that arise thereafter.
> Purpose
> This RFP will be used to select a firm to provide planning and related services to the City for a five (5) year period. Specifically, the City is seeking professional planning services along with capacity to perform market and economic analysis and urban design. Consideration will be given to both those firms with the capacity to perform these functions entirely in house, as well as teams of firms with the capacity to jointly provide such services.

> Scope of Services
> The minimum following services will be required for each project assigned to the Master Planner selected by the City:
> *	The selected consultant will become familiar with the City's Comprehensive Plan, area plans, development policies and regulations, economic development strategies and capital planning including its Ten-Year Capital Improvements Plan. 
> *	In general, the firm will provide the City professional planning services, market and economic analysis and evaluation and urban design services as requested. For each project that requires more than five hours of consulting time, a scope of services will be developed and fee for services established. 
> *	As needed, the firm will join staff in presenting recommendations to the City Council, Plan Commission or other stakeholder groups identified by the City. The selected firm will develop and implement citizen engagement strategies for areas being master planned including facilitating meetings of interested persons, conducting key person interviews, holding focus group meetings, developing web sites or identifying other appropriate means of involving the public. 
> Specific types of planning and design expertise that the team will need include: 
> *	Urban Design Studies 
> *	Land Use Studies 
> *	Landscape Concept and/or Construction Plans 
> *	Market and Economic Analysis 
> *	Preparation of zoning or subdivision regulations 
> Projected Selection Schedule
> Following is the proposed schedule for review of the proposals and selection of the firm. The City reserves the right to amend this schedule throughout the selection process if determined necessary. >

> *	Submissions will be received in the Planning Department of the City of Champaign at 102 N. Neil Street, Champaign, Illinois 61820, until 4:00 p.m. on August 8, 2006. 
> *	The Request for Proposals, which includes submittal requirements, evaluation criteria, project specifications and instructions, may be obtained at the Planning Department, 102 N. Neil Street, Champaign, Illinois 61820; 217-403-8800, or on the City of Champaign's website at http://www.ci.champaign.il.us. 
> *	Compliance with the City's Affirmative Action Ordinance and the Illinois Human Rights Act is required of the selected firm. 
> *	The City of Champaign reserves the right to waive technicalities, to reject any proposals, or to accept any proposal or combination of proposals that may be deemed to be in the best interest of the City of Champaign. The criteria that will be used to select the developer is set forth in the Request for Proposals.
