Request for Proposals - Consultant Services
> Comprehensive Plan Update
> Tysons Corner, Fairfax County, Virginia
> Submittal Deadline: August 22, 1006
> SCOPE OF CONTRACT
> The purpose of this Request for Proposal is to enter into a contract with a highly qualified firm to assist the Tysons Land Use Task Force in identifying changes to the 1994 Comprehensive Plan for Tysons Corner by applying the best possible Transit Oriented Development (TOD) and urban design planning strategies for the future growth of the Tysons Corner Urban Center. These changes shall reflect the work of the Task Force as well as include community input, recognize the singular and vital role that Tysons plays in Fairfax County's economic and social development, and maximize the advantageous utilization of four new Metrorail stations in accordance with the terms and conditions of the Request for Proposal.
> The selected consultant will work with the study's current consultants: The Perspectives Group, which has been hired to manage public outreach and participation, and Cambridge Systematics, which has been hired as the study's transportation consultant.
> TASKS TO BE PERFORMED
> Qualified offerors are encouraged to submit a proposal addressing the following five tasks and deliverables:
> Task 1 - Utilize Background Information: An extensive amount of background material is to be utilized for becoming quickly familiar with issues associated with Tysons Corner and to facilitate the development of an Urban Center Model(s) as described under Task 2.
> Deliverables: After review of background information, prepare a summary document and PowerPoint presentation of issues, opportunities and constraints for Tysons based on this initial review and utilization of the above. Present information to the Task Force at the completion of this task.
> Task 2 - Develop Urban Center Model(s): The Urban Center Model(s) shall provide approaches for shaping and managing anticipated growth within the Tysons Corner Urban Center existing boundary in accordance with the Task Force's Major Planning Objectives and Guiding Planning Principles. The Model(s) shall include current public input and consider APR nominations as well as other property owner development proposals.
> Deliverables: A report documenting the approach/methodology for formulating the Urban Center Model(s) and descriptions of each in text, tabular and visualization (both 2-D and 3-D) formats. The report shall provide a level of detail that clearly communicates each model and shall also provide notable differences in the character of each model. A PowerPoint presentation shall be prepared that summarizes the model(s), which is to be used in a presentation to the Task Force and at community outreach activities.
> Task 3 - Analysis of Alternatives: The analysis of alternatives includes evaluation of the current Plan and the Urban Center Model(s). This analysis will include the impacts to the transportation system (by Cambridge Systematics), public facilities and infrastructure, as well as an evaluation of the economic impacts and an evaluation of potential impacts on communities surrounding Tysons. In addition, connectivity and pedestrian accessibility shall be evaluated as well as other circulation improvements (such as a circulator bus system) and how changing the form of development and mix of uses can influence/reduce transportation impacts. The outcome of these analyses shall be a suggested preferred Urban Center Model, which becomes the basis of drafting revisions to the Comprehensive Plan. >
> Deliverables: A report shall be provided that documents methodologies and findings of the transportation and public facility/infrastructure analyses as well as findings concerning economic impacts and impacts on communities surrounding Tysons. In addition, the report shall include the findings and conclusions about connectivity issues (including specific transportation recommendations), approaches for providing affordable and workforce housing, and identify key implementation considerations. The report shall provide a level of detail that clearly communicates findings and conclusions about each alternative and shall also provide a suggested preferred urban center model which may be a hybrid of the alternatives. A PowerPoint presentation shall be prepared that summarizes the analysis of alternatives, which is to be used in a presentation to Task Force and at community outreach activities.
> Task 4 - Community Outreach: Community outreach approaches shall be designed within the proposed timeframe of completing the study. With direction from the Task Force, the consultant in conjunction with The Perspectives Group (the outreach consultant firm currently under contract) will plan and conduct a robust outreach effort. Outreach events (i.e. public meetings, dialogue sessions and/or workshops) shall occur appropriately throughout the process. All outreach efforts shall be tightly focused on a particular issue or aspect of this planning process in order to effectively receive community input.
> Deliverables: Provide an Outreach Plan which is developed in conjunction with The Perspectives Group. A product of the each phase of community outreach shall be a report that summarizes the community input. In Task 5 (Develop Plan Text Recommendations), the outreach results shall be utilized in the refinement of the preferred Urban Center Model.
> Task 5 - Develop Plan Text Recommendations: Draft recommendations shall address issues and provide Plan guidance as identified in the RFP:
> Deliverables: A draft recommendation report shall be provided and based on the Task Force's review and comment and community input, a revised recommendation report shall be prepared. The recommendation report shall provide guidance at a level of detail that clearly communicates in text and visual forms changes to the Comprehensive Plan. A PowerPoint presentation shall be prepared that summarizes the recommendations, which is to be used in a presentation to Task Force and at community outreach activities as well as for Planning Commission and Board of Supervisor Public Hearings.
