Request for Proposals - Consultant Services
> Downtown Development Framework Plan
> Urban Renewal Authority of Pueblo, Colorado
> Submittal Deadline: September 1, 2006
> INTRODUCTION AND DESCRIPTION OF THE PROJECT
> The Urban Renewal Authority of Pueblo (URAP) is seeking a private sector Planning Firm interested in partnering with the URAP in developing a Downtown Development Framework Plan. The URAP works collaboratively with the Historic Arkansas Riverwalk of Pueblo, the City of Pueblo, and citizens to actively promote and facilitate the redevelopment of Downtown Pueblo. The URAP is seeking a Planning Firm with experience in plan facilitation, development, and public participation to work with governmental, citizen, and not for profit entities to write a plan that describes the vision, and implementation of said vision, of the Urban Renewal District of Pueblo; within which lies the Historic Arkansas Riverwalk of Pueblo (HARP) and a portion of Downtown Pueblo.
> Specifically, such a plan will identify an appropriate urban design vision for the District at build-out and redevelopment, as well as economic development opportunities considered in tune with such a vision.
> CONTENTS OF PROPOSAL
> The Planning Firm shall submit one original and 15 copies of the proposal that describes the schematic design concept of the proposed planning process and key elements of the final product. The proposal should include the following information:
> * Your Firm's portfolio.
> * A narrative description of the proposed planning process (including a brief description of the proposed consensus building process).
> * A conceptual outline of the proposed final product.
> * An outline of potential graphics to be included in the final product.
> * Experience and Performance Record:
> The Planning Firm shall list its past and current experience in comparable projects, along with pertinent information concerning its qualifications and the qualifications of its principals, associates and any proposed member of the planning team known at this time.
> * Proposed Schedule of Performance:
> The Planning Firm, as a part of the proposal, shall prepare a proposed schedule of performance. Upon acceptance of the proposal, the Authority reserves the right to further negotiate and/or re-define the time frame for phasing and the planning process for inclusion in any agreement between the Authority and a Firm.

> SELECTION PROCESS
> Criteria for Evaluating Proposals:
> * The Firm's experience and capability in accomplishing the type of plan outlined in the Proposal.
> * The manner in which the Firm conforms to the Authority's requirements as described in this Request for Proposals.
> * The feasibility of process implementation and the likelihood of orderly implementation to completion.
> * Procedure for Selecting a Firm
> The following process will be used to select a Firm
> * Step 1: Submission of proposals to the Authority. >
> * Step 2: The Authority, based upon proposals received, will designate one or more Firm(s) for preliminary negotiations.
> * Step 3: Final designation of a Firm.
> At all times during the proposal period, the Authority reserves the right to and may commence negotiations with any Firm who has submitted a proposal. No final designation of a Firm for negotiations shall be made until completion of the advertising period.
> Schedule for Negotiating Agreement
> The Authority reserves the right to extend any or all of the following dates:
> Request for Proposals Issued -- July 12, 2006
> Deadline for Submittal of Proposals -- September 01, 2006
> Evaluation, Review, and Preliminary Designation of Firm(s) forfurther negotiation -- September 12, 2006 during the Urban Renewal Board Meeting
> Final Designation -- Upon successful negotiation of a Development Agreement
> The Authority reserves the right to (1) reject any and all proposals in whole or in part; (2) waive any and all irregularities in proposals; (3) commence negotiations with any or all parties who submit proposals before the expiration of the time for submission of proposals and (4) extend the deadline.
> The Authority does not agree to assume, pay or to reimburse any cost, expense or fee incurred or charged by any proposed Developer or any other party in connection with this solicitation.
