AICP has adopted the following policy:

Request for Proposals - Consultant Services
> Comprehensive Plan Update
> The City of Gladstone, Missouri
> Submittal Deadline: August 4, 2006
> Background and Orientation
> The City of Gladstone, Missouri is seeking qualified consultants to update its Comprehensive Plan. Gladstone is a community of nine square miles, and according to the 2000 census, the City has a population of 26,365 residents and over 8,000 housing units. A vital commercial community of around 940 establishments serves area residents and has projected annual sales of $172 million. The City last updated its comprehensive land-use plan in 1994.
> Goals and Intent
> * Integrate work done to date and work in progress.
> * Validate a vision and goals for the comprehensive plan, based on community input and previous visioning efforts.
> * Preserve the fabric of neighborhoods within the community. Special focus should be on the impact of demographic trends and the condition of housing stock on neighborhood preservation. The work of the First Tier Suburbs Coalition should be considered for possible integration.
> * Be cognizant of community norms and character.
> * Gladstone residents are proud of and comfortable in their community.
> * Act as a catalyst for action in the form of public policy and private development/redevelopment.
> * Define implementation tools and strategies that effectively guide and promote development/ redevelopment actions in support of the vision and goals.
> * Effectively integrate community components such as land-use, transportation, infrastructure, economic development, parks and open space, demographics and housing into a concise, and easy-to-use planning document.
> Scope of Services
> The City intends to conduct the Comprehensive Plan process over two budget years. The current fiscal year's budget which ends on June 30, 2007, contains $50,000 for the planning process. Please identify the phases and tasks that will be completed during that time. The remaining phases of the process will be completed during the subsequent fiscal year.
> Phase 1 Project Kick-off - Organize the Effort
> Phase 1 is the "kick-off" to the comprehensive plan project and forms the foundation of the planning process.
> Phase 2 Data Collection - Define the Context
> Phase 2 develops a working knowledge of the community and identifies the existing patterns and character elements that define Gladstone. Unique and special attributes of the community will be identified, which will establish the groundwork for the remainder of the planning process.
> Phase 3 Public Involvement - Engage the Community
> The success of the comprehensive plan project relies heavily on how well the plan responds to the intentions of the greater Gladstone community. Gladstone residents, employees, business owners, and property owners are best qualified to identify elements and qualities that provide a community its identity.
> Phase 4 Plan Alternatives - Explore Plan Directions
> The consultant will prepare a series of plan alternatives that strive to achieve the vision established through engaging the community and responsive to the existing conditions within the City. These alternatives will address issues and problems identified in Phases 2 and 3 and will portray alternative urban design and development options for the community.
> Phase 5 Converge on a Preferred Plan>
> The consultant will take the input received through Phase 4 and develop a preferred plan alternative.
> Phase 6 Define Implementation Initiatives
> A plan can only be used when the community has, at its disposal, the proper tools and techniques to ensure that the goals and policies are followed in the project design and approval process. The consultant will be integrating implementation initiatives and strategies into the discussion throughout the planning process with the goal of developing a detailed implementation strategy. This strategy could include commercial design standards. Additionally, the consultant should estimate the costs for such implementation initiatives and work with City staff to determine how and when they might be financed.
> Phase 7 Adoption - Agree to Move Forward
> Once the draft plan has been completed and reviewed by the steering committee and the community, the plan should then be ushered through a formal review process. This process will end with the formal adoption of the plan by the City.
> Award of Contract
> Proposals shall be received by 5:00 P.M. CDT on August 4, 2006. Five (5) copies of the proposal should be enclosed and one (1) digital copy on CD in PDF format. Proposals received after this time will be returned unopened.
> This request for proposal does not commit the City to award a contract or to pay costs incurred in the preparation of a proposal in response to this request. The City reserves the right to accept or reject any or all proposals received as a result of this request, or to cancel any or all of this Request for Proposal, if it is considered in the best interest of the City. The City intends to use a Consultant Selection Committee composed of departmental, city, committee and agency representatives to review proposals and interview possible consultants. The final decision for a consultant will be made by the Selection Committee.
