Request for Proposals - Consultant Services
> Regional Growth Coordination Plan
> The City of Manhattan, Kansas
> Submittal Deadline: August 25, 2006
> The City of Manhattan, Kansas, on behalf of the Flint Hills Region, seeks a Consultant to provide professional regional planning and growth management services for a multi-jurisdictional partnership. The Region has been awarded a Planning Assistance Management Grant from the Office of Economic Adjustment, Department of Defense, to create the Flint Hills Regional Growth Coordination Plan.
> The Plan will assist the Region in responding to significant growth, primarily due to expansion associated with Fort Riley, Kansas. Consultant Teams should include specialized disciplines to develop a regional assessment of current conditions, anticipated future impacts and needs, and identify and prioritize actions to accommodate growth with respect to:
> * Housing
> * Education
> * Public utilities
> * Transportation (urban, highway, transit, light rail)
> * Urban and Regional planning
> * Public Safety and Emergency Services (Fire, police, ambulance)
> * Health and Social services (Medical, mental health, family and childcare services)
> * Quality of Life issues (Libraries, cultural, parks and recreation facilities, preservation of natural resources and environment).
> The Consultant will also assess existing levels of intergovernmental and interagency coordination within these sectors and identify improvements to coordination within sectors and the Region, including development of a Regional Planning Organization framework.
> Project Schedule:

> September 19-22, 2006 Tentative Interview Dates
> 6-8 months Project Completion
