AICP has adopted the following policy:

Request for Proposals - Consultant Services
> 2035 Housing Demand Analysis
> Washington County, St. George, Utah
> Submittal Deadline: August 8, 2006
> Purpose
> The purpose of this Request for Proposal is to identify and secure the services of a consultant to develop a housing demand projection for Washington County, UT, in conjunction with the Vision Dixie process.
> The purpose of the analysis is to:
> * Provide housing demand projections through 2035 for each subregion in Washington County.
> * Describe relevant, recent shifts in housing preferences, both locally and nationally, that impact new housing products and development patterns.
> * Assess the influence recent trends will have on the overall housing demand in the study area.
> The Washington County Commission is sponsoring the Vision Dixie effort. An Executive Committee that includes 20 leaders from Washington County are responsible for executive decisions regarding how the visioning process is conducted. Envision Utah is facilitating the effort.
> Scope of Work
> * Demographics and Economics
> * Residential and Employment Projections
> * Housing Preferences
> This section should describe relevant shifts in housing preferences.
> * Data Analysis
> * Issue Analysis
> * Project Housing Demand by Product Type
> Budget and Schedule
> Budget
> The proposal should establish the scope of work and budget for the listed consultant lead tasks, and propose additional costs for optional tasks and optional consultant lead assignments.
> Schedule
> This is a general schedule with which proposals should seek to be approximately consistent
> August 8th 4:00 p.m. MST: Proposals are due (see below)
> August 10th: Select finalists
> August 10th to 20th: Interview finalists (in-person or teleconference) and Select consultant
> September: Consultant scope of work begins
> November: draft products
> January 2007: Final products due
> PROPOSALS MUST BE RECEIVED BY 4:00 P.M. ON Friday, August 8, 2006.

> Response to this request shall include 10 copies of the proposal submitted to Washington County by the aforementioned date and time. Proposals should be addressed to:
