AICP has adopted the following policy:

Request for Proposals - Consultant Services 
> Growth and Transportation Vision 
> Washington County, St. George, Utah
> Submittal Deadline: August 9, 2006
> Purpose
> The purpose of this Request for Proposal is to identify and secure the services of a consultant for Phase I (and the design of Phases II and III) to develop a growth and transportation vision for Washington County, Utah.
> The Washington County Commission is sponsoring this vision effort. An Executive Committee that includes 20 leaders from Washington County are responsible for executive decisions regarding how the visioning process is conducted. Envision Utah is facilitating the effort.
> Approach of Vision Dixie
> Proposed Approach:
> *	To distill Goals or broad policy statements for future growth and transportation that can help voluntarily guide decision-making at the local level, county level, and for the Metropolitan Planning Organization. 
> *	To base these Goals on common themes for growth and transportation that are supported by the broad citizenry. 
> *	To identify these common themes by understanding public reaction to a variety of diverse future scenarios for growth and transportation and their projected benefits and disadvantages. 
> *	To in-turn build these scenarios from grassroots citizen input. 
> *	To communicate the outcomes of the visioning process in a clear, friendly, concise and highly illustrated format. 
> *	To contemplate next steps for the county> '> s jurisdictions to explore how the Goals that come from Vision Dixie might affect local planning. 
> *	To explore strategies and other implementation steps for Vision Dixie.

> Response to the Request for Proposals will be submitted to Washington County by the aforementioned date and time. Proposals should be addressed to:

> The reference to the "Vision Dixie RFP Response" must be included on the envelope.
> Pre-submission conference call/questions 
> An optional pre-submission conference call will be held on Friday, July 7 at 3:00 p.m. A summary of the meeting will be available on the Washington County website, http://www.washco.state.ut.us.
