Request for Proposals - Consultant Services  

County & Multi-municipal Comprehensive Planning 
Union County, Pennsylvania 
Submittal Deadline:  November 27, 2006

Project 
Union County Pennsylvania, population 42,000, is seeking proposals from
qualified consultants to assist the Union County Planning Commission
with the development of a county and three multi-municipal comprehensive
plans involving 13 municipal governments. The project will include data
collection and analysis, public participation, issue identification,
development of strategic implementation strategies, and a capital
improvements plan. All planning must also be conducted in accordance
with the requirements for county and multi-municipal comprehensive plans
as prescribed by the Pennsylvania Municipalities Planning Code.  The
following is an outline of the major plan components included in the
scope of work:

*	Demographic and other data analysis 
*	Community outreach, education, and participation 
*	Plan goals and objectives 
*	Housing 
*	Economic    
*	Land use 
*	Infrastructure and community facilities 
*	Natural resources    
*	Cultural, historic, and recreation resources   
*	Transportation    
*	Implementation strategies and capital improvements programming 

The last comprehensive plan completed for the county was in 1996 while
the majority of municipal comprehensive plans, if they exist, are at
least 10 years old and in some cases are nearing 20 or more years of
age. The county and its local partners desire an inclusive process that
involves all community stakeholders and plans that are action and
results oriented. The firm or team must have demonstrated experience and
expertise in: county and multi-municipal planning; developing and
delivering traditional and innovative public participation techniques;
transportation planning - all modes; economic and community development;
downtown revitalization; smart growth and sustainable development; urban
design and planning, infrastructure planning and design, and capital
improvements programming.

Deadlines
The deadline for submitting sealed qualifications and proposals is 4:30
PM prevailing time on November 27, 2006. Twelve copies of the packet
labeled "County Comprehensive Plan Proposal" should be submitted to
Shawn McLaughlin, AICP, Planning Director, Union County Planning
Commission, Union County Government Center, 155 North 15th Street,
Lewisburg, PA 17837.
