US Route 30 Gateway Enhancement Plan

Project Summary
The Lancaster County Planning Commission (LCPC) is seeking proposals
from qualified consulting teams to complete a gateway enhancement plan
for the US Route 30 tourism corridor, as outlined in a complete RFP

This project focuses on a 2 1/2-mile section of US Route 30 located east
of Lancaster, PA. It is predominantly a 5-lane corridor with two lanes
of traffic in each direction, and a center turning lane. Travel along
the corridor is at grade, with signalized and un-signalized
intersections. The corridor is composed primarily of visitor support
uses including lodging, restaurants, and general retail, but it also
includes non-tourism commercial, service, institutional, and residential
uses. Economic leaders in the corridor include two outlet centers, a
live theater, and a family amusement park.
Background
This corridor is one of the most visible gateways into Lancaster County,
PA, and its best-recognized tourism destination. Despite the importance
of the US Route 30 corridor to the county's economy, the road's function
and identity have been compromised by a lack of coordinated planning to
ensure its continued success. Inconsistencies in the corridor's
appearance have contributed to negative perceptions of the corridor, and
by extension, of Lancaster County as a whole.

9. Multi-Modal Transportation
10. Organizational Structure
11. Funding Sources
12. Pilot Projects
Qualifications Requirements
A comprehensive team approach is critical to the success of this
project. The team selected for this project must demonstrate competence
in the following disciplines:
* Sustainable tourism planning
* Economic development
* Transportation planning
* Landscape architecture
* Public involvement
* Historic preservation
* Geographic Information Systems (GIS)
Submission Criteria
Detailed criteria are listed on the website link provided above. Eight
(8) complete proposal packets must be received in the office of the
Lancaster County Planning Commission by 4:00 pm on Friday, December 15,
2006. Proposals may be sent in hard copy and/or digital formats.
Proposed Project Schedule
The consultant should be prepared to begin the project no later than
March 2007. The project should be completed within 8 to 10 months. The
consulting team should plan to attend and make appropriate presentations
at approximately 4 to 5 meetings of the US Route 30 Stakeholders Group,
and 2 public meetings.
