Request for Proposals - Consultant Services   

Comprehensive Plan
The City of West Point, Georgia 
Submittal Deadline: January 15, 2007

Project
The City of West Point, population 3,200, is seeking proposals from
qualified consultants to assist with the development of a comprehensive
plan. The project will include data collection and analysis, public
participation, issue identification, development of strategic
implementation strategies, and a capital improvements plan. All planning
must be conducted in accordance with the requirements of the rules
prescribed by the Georgia Department of Community Affairs outlined in
Chapter 110-12-1, Standards and Procedures for Local Comprehensive
Planning "Local Planning Requirements". The following is an outline of
the major plan components included in the scope of work:

*	Demographic and other data analysis 
*	Community outreach, education, and participation 
*	Plan goals and objectives 
*	Housing 
*	Economic 
*	Land Use 
*	Infrastructure and community facilities 
*	Natural resources 
*	Cultural, historic, and recreation resources 
*	Transportation 
*	Implementation strategies and capital improvements programming 

The City of West Point is located in West Central Georgia along the
Alabama-Georgia border. The city lies in two counties, Troup and Harris.
The last comprehensive plan completed for the city was in 1993.

The population of the city has gradually decreased over the last several
years basically due to the decline in the textile industry. West Point
Stevens, a textile company and the areas largest employer, has downsized
considerably and moved a large number of jobs out of the area.

KIA Motors recently decided to locate the first North American KIA plant
in the City of West Point. The projected number of new jobs in the area,
which includes, KIA, supplier companies and other new development, could
reach 7,000 over a period of time. The anticipated growth is expected to
increase the City of West Point population by two or three times over
the next several years. Therefore, the current comprehensive plan does
not accurately reflect the future growth and development of the city.

Deadlines
The deadline for submitting proposals which also should include
statements of qualifications is 4:30 PM (EST) time on January 15, 2007.
Ten copies of the packet labeled "City Comprehensive Plan Proposal"
