Request for Proposals - Consultant Services
Comprehensive Plan
Center for Planning Excellence, Baton Rouge, Louisiana
Submittal Deadline: November 3, 2006
Introduction
Center for Planning Excellence (CPEX) is searching for an outstanding
team of professionals to embark on a one-year planning process to
develop a comprehensive plan for rural Pointe Coupee Parish [county] in
southeast Louisiana and accompanying development codes to address zoning
in the parish.
The Consultants will work closely with CPEX staff to facilitate the
process. The Consultants will actively engage the Pointe Coupee Parish
Police Jury [parish council] and a steering committee of 15-20 members
who are representative of local landowners, development organizations,
neighborhood associations, faith-based groups, trade associations, or
other key groups. Additionally, the Consultants will engage a larger
leadership/advisory committee.
The comprehensive plan should address, in addition to other issues, the
following fundamental concerns: 1. Growth impacts of a new bridge that
will span the Mississippi River between Pointe Coupee Parish and West
Feliciana Parish; 2. Recreational and environmental conservation of the
False River watershed; 3. Master planning for historic New Roads and the
towns, communities and waterways of the Parish; 5. Parish-wide codes and
zoning; 6. Consensus building and transparency throughout the planning
process; 7. Implementation strategy with measurable benchmarks.
Consultants will work with the ongoing local watershed planning effort
and will incorporate a set of model development codes for Louisiana that
CPEX will develop.
Deadline for Submission
Qualifications packages should be postmarked no later than Friday,
November 3, 2006 by 5:00 p.m. CST. Packages should be mailed to: Center
for Planning Excellence, Attn: Hal Cohen, Director of Planning, 402 N.
Fourth Street, Baton Rouge, LA 70802.
CPEX will contact applicants within two weeks to begin the review
process. We look forward to the opportunity for Pointe Coupee Parish to
work with a first-rate planning team.
Request for Qualifications
CPEX is soliciting a Request for Qualifications for teams who can
demonstrate through past projects their expertise and skills in the
following areas:
* Planning for Outlying Rural Communities
* Planning for Historic/Heritage Districts
* Effective Participatory Planning
* Long-Term Visioning
* Land Use Planning
* Growth Corridor Planning
* Transportation Forecasting and Planning
* Conservation Area Studies and Planning
* Watershed Planning
* Quality Affordable/Workforce Housing
* Economic Development and Equity Strategies
* Implementation Strategies
* Long-Term Monitoring Systems/Measurable Benchmarks
* Zoning and Code Development
Submission Requirements
Consultant teams should submit 15 copies of a thoughtful, clear and
well-organized qualification package that includes the following
components:
* 1-2-page Statement of Qualifications (summarizing desire and
intent, familiarity with Pointe Coupee Parish and/or similar areas,
planning approach, team approach and enclosed materials)
* Firm Profile(s)
* Relevant/Comparable Past Projects
* Key Team Member Resumes/Qualifications
* Team Organizational Chart
* List of Team Member Fees
Selection Criteria
* AICP Certification. Preference will be given to teams with an
AICP planner in a lead role.
* Louisiana-based firms. Inclusion of a Louisiana-based planning
or landscape architecture firm is encouraged.
* Specialized experience. Particular attention will be given to
experience in rural planning, land use, zoning, watershed planning and
participatory practices.
* Louisiana Experience/Knowledge. Prior experience with or strong
knowledge of key issues and influences impacting Louisiana and its
parishes.
* Strength in comprehensive planning. Strength will be evaluated
by effectiveness/success of past projects completed for comparable rural
communities with comparable issues/needs.
* Performance history. Performance will be evaluated according to
cost control, work quality and adherence to schedules/deadlines.
* Acquisition of implementation funding. Acquisition track record
of appropriate funding to implement planning, infrastructure and design
projects specific to the needs of the comprehensive plan.
