St. Cloud Heritage Preservation Commission Community Education and
Marketing Plan
The City of St. Cloud, Minnesota
Submittal Deadline: November 3, 2006
BACKGROUND INFORMATION
The City of St. Cloud is a community of approximately 63,000 persons
covering more than 25,800 acres in central Minnesota. The City is
situated at the convergence of Interstate 94, US Highway 10, Minnesota
Trunk Highways 15 and 23, and the Mississippi River approximately 73
miles northwest of Minneapolis/St. Paul. The urbanized area of the St.
Cloud metropolitan community is comprised of three counties (Benton,
Sherburne, and Stearns), six townships (Minden, Haven, Lynden, St.
Joseph, Clear Lake, and Le Sauk), and five cities (Waite Park, Sartell,
Sauk Rapids, Rockville, and St. Augusta).
The City of St. Cloud took its first step in creating a heritage
preservation program by establishing the St. Cloud Heritage Preservation
Commission (HPC) in 1990. Since then, the City's heritage preservation
program has evolved into a successful program that focuses on
identification and protection of historic resources, educational efforts
to increase awareness of heritage preservation, developing stronger
financial support for heritage preservation through City government and
outside funding support, integrating heritage preservation into St.
Cloud's city government activities, strengthening public/private
partnerships, and promoting heritage tourism in economic development and
revitalization activities.
Since 1990, the City of St. Cloud has completed a context study that
identified eleven themes covering the City's development from
approximately 1850 to 1970, and historic resources inventory of
approximately 1,500 properties believed to contain the most significant
architectural and historic sites in the City. These documents provided
the basis for the preservation planning process and were critical in
establishing priorities for identifying areas of historic resources that
needed protection.
The City of St. Cloud embarked on local historic district designation in
1998 with the successful designation of the Southside Neighborhood
Historic District (166 properties - 11/15/99). The City continued the
local designation initiative by designating the Pantown Neighborhood
Historic District (27 properties - 4/2/01), Barden Park Historic
District (8 properties - 7/28/03), and St. Cloud Commercial Historic
District (64 properties - 4/1/02).
Also, the City has 13 historic places listed in the National Register of
Historic Places; State Reformatory for Men Historic District (7/17/86),
John N. Bensen House (2/11/82), Bishop's Residence/Chancery Office
(7/15/82), Carter Block (2 properties - 6/13/86), Nehemiah P. Clarke
House (4/15/82), Fifth Avenue Commercial Buildings (6 properties -
4/15/82), First National Bank (4/15/82), Foley-Brower-Bohmer House
(5/5/78), Michael Majerus House (5/5/78), Model School, St. Cloud State
Normal School (1/19/89), Pan Motor Company and Sheet Metal Works
(1/31/84), St. Cloud Commercial Historic District (64 properties -
2/26/98), and Stearns County Courthouse and Jail (4/15/82).
PROJECT DESCRIPTION
Despite the success of the program, the City has recently experienced
challenges in local historic district designation and review of exterior
alterations to locally designated properties; therefore, the City of St.
Cloud is applying for a Preserve America grant to create the St. Cloud
Heritage Preservation Commission Community Education and Marketing Plan.
Although the City has tried a number of ways to educate the public about
the different aspects of historic preservation, these challenges have
identified the need to continue and strengthen education efforts. The
primary objective of the plan is to create a toolbox of different ways
to improve the perception of the HPC, identify ways to further promote
the City's historic preservation accomplishments, and further educate
the public about the importance and benefits of historic preservation.
The HPC envisions the plan will develop a distinct public identity that
will incorporate the City's existing marketing and education materials
with new marketing and educational initiatives, such as a HPC website,
grant/loan improvement program, walking tour guidebooks/brochures,
annual awards program, historic district videos, and other materials
suggested by the marketing/historic preservation consultant hired for
the project. If funds allow, the City would also like to use funds from
this grant opportunity to contract with an implementation consultant to
start on specific marketing and education materials (eg. web
site/video).
PROJECT TIMELINES
Every effort will be made to adhere to the following schedule:
* Distribute RFQ
October 9, 2006
* Qualification Statement Submission Deadline
November 3, 2006
* Anticipated Award of Consultant Contract
December 4, 2006
SELECTION CRITERIA
The City will take into account any matters it considers appropriate in
selecting the most qualified consultant. Evaluation criteria will
include, but not be limited to, the following:
* The consultant's understanding of the assignment
* The consultant's proposed methodology
* The consultant's experience and past performance with similar
projects in historic preservation
* The consultant's familiarity with the City of St. Cloud
* Adequacy of project personnel in number, availability,
professional and academic qualifications and experience to perform the
proposed work and to provide the proposed services.
* The quality of written documents submitted.
* References (provide a minimum of three references)
SELECTION PROCESS
The City will use the following procedure to select a consultant from
among the responders to this RFQ:
* Select the most highly qualified consultant as determined by the
evaluation criteria.
* If necessary, on-site interviews may be requested of select
firms to assist in the City's determination.
* Attempt to negotiate with the most highly qualified consultant
fair and reasonable terms, conditions and cost.
* If negotiations are successful, make a formal award.
* If negotiations are unsuccessful, formally end negotiations with
that consultant.
* Select the next most highly qualified consultant and attempt to
negotiate fair and reasonable terms, conditions, and cost with that
consultant.
* The City shall continue this process until a consultant is
selected for award.
* The City may also choose not to proceed with or to utilize other
means to complete the project, if reasonable terms cannot be negotiated
with the interested consultants.
SUBMISSION REQUIREMENTS
The City requests that consulting firms interested in submitting
statements of qualifications include, at a minimum, the following
information:
* Clearly outline the methodology and approach to the work
* Include a schedule of fees and hourly rates of staff
* Specify a timetable for completion of the study
* Specify the principals and staff to be involved in the study,
along with their general qualifications, and a summary of their
experience
* Submit 5 bound copies of the statement of qualifications
* Faxed or emailed statements will not be accepted
Sealed envelopes marked "Request for Qualifications, St. Cloud Heritage
Preservation Community Education and Marketing Plan", with the
proponent's name and address shown on the upper left hand corner of the
envelope will be accepted no later than November 3, 2006 at 4 p.m. at:
