Zoning Ordinance Update 
The City of Downey, California
Submittal Deadline: November 17, 2006

INTRODUCTION
The City of Downey is requesting proposals from qualified planning firms
or individuals for the preparation of a comprehensive update of Article
IX (Zoning Ordinance) of the Downey Municipal Code.  The project will
reorganize the City's Zoning Ordinance while ensuring it reflects
current planning trends and is in compliance with applicable State laws
and the City's Charter.  The information contained within this RFP is to
facilitate your interest in providing the valuable service.

BACKGROUND
City of Downey - Founded in 1873 and incorporated in 1956, the City of
Downey is a charter city that operates under the Council/Manager form of
government.  The City Council consists of five Councilmembers, four who
are elected by the constituents of their district and one is elected
at-large.

The City of Downey is a 12.8 square mile community that is located in
the southeastern part of Los Angeles County.  According to the State of
California, Department of Finance, as of January 1, 2006 the population
of the City of Downey is 113,063 persons.  The City of Downey is located
about 12 miles southeast of downtown Los Angeles and is bounded by: the
Rio Hondo River on the west; Telegraph Road on the north; the San
Gabriel River on the east; and Gardendale Street and Foster Road on the
south. 

Zoning Ordinance - Article IX of the Downey Municipal Code contains the
City's zoning ordinance (Chapter 1) and subdivision ordinance (Chapter
2).  Article IX was originally adopted in 1962 with a comprehensive
update being adopted in 1977.  In addition to Article IX, the City of
Downey has adopted six specific plans and one overlay zone.

Since the comprehensive update, Article IX has been amended 85 times.
As with most zoning ordinances written at the time, this is a text style
document that is not user-friendly.  Additionally, due to the number of
amendments to the document portions have been piecemealed over time and
some sections are unclear and susceptible to interpretation.

OBJECTIVE
The City of Downey is seeking to embark on a comprehensive update of its
Zoning Ordinance.  The update should meet the following objectives:

*	Organization - The zoning ordinance should be organized in a
logical manner that facilitates the use and understanding of the zoning
ordinance. 

*	General Plan - The zoning ordinance should be consistent with
the goals and policies of the General Plan. 

*	State and Federal Laws - The zoning ordinance should comply with
all applicable State and Federal laws. 

*	Planning Trends - The zoning ordinance should reflect current
planning trends. 

*	Comprehensible - The zoning ordinance should be clear, concise
and minimize ambiguities.  Additionally, the zoning ordinance should
utilize charts, graphs, and illustrations to improve readability.
