Request for Qualifications - Consultant Services
Historic Design Guidelines Project
The City of Phoenix, Arizona
Submittal Deadline: November 17, 2006

The City of Phoenix Historic Preservation Office (HPO) is seeking
qualified consultants to update, expand and consolidate the existing
publications, General Design Guidelines for Historic Properties
(available on the web at <http://phoenix.gov/HISTORIC/permits.html>
http://phoenix.gov/HISTORIC/permits.html) and Historic Homes of Phoenix:
An Architectural and Preservation Guide (available in hard copy only
from the HPO at no charge upon request), into a single set of historic
preservation design guidelines.
Project Description
The purpose of this project is to identify clear design standards for
rehabilitation, addition and new construction projects within the
boundaries of City of Phoenix Historic Districts, and individually
designated historic properties. Those design guidelines are intended to
assist both the HPO and historic property owners regarding
decision-making on historic properties.
The project is being funded by $85,000 in City of Phoenix Historic
Preservation Bond funds. The anticipated start date is January 1, 2007.
The final report will need to be completed by no later than October 31,
2007. Once selected, the consultant will work with the HPO to develop
an appropriate time schedule for completing work, anticipating that the
report will be broken into several component parts with staggered
submittal deadlines.
Scope of Work
The consultant will be responsible for all tasks necessary to compile
the publication including background research, consultation with HPO
staff, obtaining photographs/drawings, periodic briefings with the HPO
staff and the Historic Preservation Commission, and attendance at public
presentations to be arranged by the HPO. The Design Guidelines shall
address issues such as repairs/maintenance, rehabilitation of historic
buildings, additions to existing historic buildings, construction of new
accessory structures, new construction on vacant lots within historic
districts, and commercial signage, and shall be developed in accordance
with the Secretary of the Interior's Standards and Guidelines for
Rehabilitation.
The finished product shall include general design guidelines, as well as
specific design guidelines for commercial buildings, and cut sheets for
each of the city's 35 residential historic districts. The document shall
address several technical areas in greater depth, including masonry
repointing, paint removal from concrete and masonry buildings, masonry
building cleaning, steel casement window repairs/upgrades, and wood
window repairs/upgrades. Energy conservation should be a primary focus
of the guidelines as well, providing technical data on the energy impact
of various treatments (window replacements, thermal blinds, awnings,
insulation, landscaping) and the impacts of these treatments on
character-defining features of historic properties.
The topics covered in the report should include (but not be limited to):
Phoenix Historic Preservation policies and processes; Architectural
styles; reservation approaches / treatments; Special issues for
properties eligible under National Register Criterion A, B and/or C;
Building materials, including frame, brick, concrete and adobe;
Building elements, including porches, windows, roofs, foundations,
chimneys, carports/garages, etc.; Fire-damaged buildings; Residential
additions and infill; Commercial properties - adaptive use,
rehabilitation, additions, infill, ADA compliance, and signage; Site
features - walls, lighting, mechanical equipment, statuary, accessory
structures, sidewalks, landscaping, driveways, sidewalks; Energy
conservation, specific to the desert environment, landscaping, shade
structures/awnings, windows, insulation, etc.; Residential Historic
District Cut-Sheets, Technical Cut Sheets - masonry repointing, masonry
cleaning, paint removal from masonry and concrete buildings, steel
casement window repairs/upgrades, and wood window repairs/upgrades and;
Glossary of Terms.
The HPO has some technical briefs available on its web site, and can
provide character-defining features bullet points for most historic
districts, some original artwork from previous publications, and
preliminary historic district guidelines for several historic districts.
The end product will be a camera ready publication, both in electronic
and print format. The publication will include specific examples of
what practices are appropriate and what practices are inappropriate,
with photographs and drawings using examples from Phoenix. The final
report should be concise, heavily illustrated and easy to use for a wide
public audience. All photographs used should be of Phoenix. Local
professional representation on the team is highly recommended.
The consultant will need to attend a minimum of three (3) public
meetings to be arranged by the HPO once the draft document has been
prepared to gather input from historic property owners and major
stakeholders.
Statement of Qualifications Criteria
Each Statement of Qualification (SOQ) will be evaluated according to the
following criteria:
* 25% Experience and qualifications of the prime consultant in
providing these services on similar projects. Provide explanation on
how similar projects relate to this scope of work.
* 30% Experience and qualifications of the project team including
sub-consultant experience and Minority/Woman-Owned Business Enterprise
participation. If more than one consultant is involved, specify team
members' roles in the projects identified and include an organizational
chart and resumes of key personnel expected to be assigned to the
project.
* 25% Understanding and approach to this project, including
discussion of the important considerations of the project, such as the
energy conservation component, and how the team/consultant will address
the project issues. Discuss your methods and successes in maintaining
project budgets and schedules.
* 5% Current/recent workload with the City of Phoenix. For City
of Phoenix projects, list all projects awarded to your firm during the
last two years, all projects currently ongoing, and/or all projects for
which your firm has been selected but are not yet under contract. For
each project, provide the project description, award date, construction
cost estimate, and percent of work currently completed. Do not include
annual services contracts/projects in this section.
* 10% Principal office locations and local office work role.
Identify each of the staff member's home office and the percent of the
work to be performed locally.
* 5% Overall evaluation of the team's capability to provide the
required services.
Submittal Requirements
Firms interested in this project should submit a Statement of
Qualifications, which includes a one-page cover letter plus a maximum
length of twelve pages to address the SOQ criteria (excluding resumes,
but including organizational chart). Resumes for each key team member
shall be limited to a maximum length of two pages (no company
information) and should be attached as an appendix at the end of the
SOQ. Please provide an original plus six copies (total of seven) of the
Statement of Qualifications by 12:00 noon on Friday, November 17, 2006.
Firms interested in submitting on this project must be in compliance
with the City of Phoenix Affirmative Action Ordinance. The firm's
Affirmative Action expiration date must be on each submittal cover.

General Information
The City reserves the sole right to evaluate the SOQs submitted, waive
any irregularity, evaluate and select firms(s), and/or reject any and
all submittals. SOQs containing confidential or proprietary information
shall not be evaluated. The City representatives shall be the sole
judge of the merits of the respective SOQs received. The City also
reserves the right on any advertised selection process to decide whether
to select a firm based on the Statements of Qualifications received or
whether to hold interviews with the firms the City deems best qualified
for the project. The City expects to create a final shortlist of three
firms for this project.
