Request for Proposals - Consultant Services 

Calabasas 2030 General Plan Update
The City of Calabasas, California
Submittal Deadline: November 2, 2006 

The City of Calabasas is requesting qualifications and proposals from
experienced land use consulting firms for the preparation of a
comprehensive update to the City's General Plan and Development Code.
The purpose of the project is to update the City's existing General Plan
and land use codes to accommodate and plan for the City's development
through 2030.  The last comprehensive update was completed in 1995,
although the Housing Element was updated in the year 2001. 

The project work plan has five major objectives.

1.       To review and update the General Plan and Development Code; 

2.       To incorporate new requirements under State law into the
General Plan; 

3.       To incorporate into the General Plan larger regional concerns,
including sphere of influence, air quality, congestion management,
regional parks and trail systems, and other regional planning issues and
studies; 

4.       To consolidate the General Plan into a single coordinated
planning document; 

5.       To meet the State Housing Element deadline of July 2008. 

Status of the Current General Plan & Development Code
The City of Calabasas' current General Plan is the City's first General
Plan and was adopted in 1995.  At the time of incorporation in 1991 the
City adopted the County of Los Angeles Zoning Code, which remained in
effect when the General Plan was adopted.  Because of this unique
situation, the adopted General Plan also included a consistency review
program to ensure that development was consistent with the new General
Plan while the L.A. County Code remained in effect.  Meanwhile, a
Calabasas Zoning Code was being created.  In 1998, the City adopted its
Land Use and Development Code, consistent with the City's own General
Plan.  In 2001, the City adopted its 2000-2005 housing element update.

Scope of Work
General Plan Update: The City is requesting that the consultant prepare
an update to the entire Calabasas General Plan and Calabasas Land Use
and Development Code.  The General Plan update will include updates to
the seven required elements (housing, noise, safety, circulation, land
use, open space and conservation), as well as the following optional
elements:  

*	cultural resources; 

*	parks and recreation; 

*	community and economic development; 

*	communication, technology and infrastructure.  

The update must be completed to meet the State mandated deadline for the
housing element of July 1, 2008.

Development Code Update: In concert with the General Plan Update, the
City desires an update to the development code to assure that both
documents are aligned and consistent.  Just as with the general plan,
the development code should be in a format which is easily read and
understood.

Environmental Impact Report (EIR): An EIR will be prepared in
conjunction with the 2030 General Plan and Development Code updates.
The consultant will prepare and distribute the Initial Study and Notice
of Preparation for the EIR as well as conduct public scoping meetings.
The EIR shall be prepared in accordance with appropriate procedural
steps under CEQA.
