Gateway Mall Master Plan
Planning & Urban Design Agency, City of St. Louis on behalf of the
Gateway Foundation
Submittal Deadline: November 10, 2006
Invitation
The City of St. Louis is inviting individuals, firms or teams, to submit
qualifications to create a Master Plan for the Gateway Mall, a 5,600 '
(1.7 km) long open space bisecting the downtown.
Project Overview
St. Louis is experiencing resurgence in civic design. With Ero
Sarrinen's Gateway Arch as the symbol of the City, efforts are underway
to transform the central "green" corridor into a new and exciting public
space. Beginning at the edge of the Mississippi River, a new riverfront
plan is taking shape that will bring people onto the river.
Between the Gateway Arch and the downtown, plans to cover portions of
the depressed interstate highway are nearing completion. The remaining
piece is to transform the Gateway Mall into an exciting public area,
offering interactive and passive spaces to downtown workers, residents
and visitors.
Conceived at the turn of the 19th century, the Mall was originally
planned as a grand boulevard. It has evolved into a series of
uncoordinated venues and open space that sees little activity.
The City is seeking a team to create an innovative Master Plan for the
entire 27 acres (11 hc) of the Gateway Mall. The Plan will guide future
designs for individual blocks, which will be conducted through separate
competitions as funding sources are identified.
With one of the most recognizable modern structures in the world, the
Gateway Arch as the backdrop, this is an opportunity to create a
significant imprint on the public realm of a major City.

Pre Submittal Meeting
A pre submittal meeting will be held on Wednesday October 25, 2006 at
1:00 PM at the offices of the Planning & Urban Design Agency, Suite
1200, 1015 Locust Street, St. Louis, Missouri 63104.
Qualifications Due
Respondents should submit one electronic PDF copy on a labeled CD, 10
bound colour copies and one unbound colour copy of their proposal by
2:00 PM CST on November 2, 2006, to:
