Channel Islands Harbor Public Works Plan Amendment (Public Access,
Landscaping and Design)
County of Ventura Harbor Department, Oxnard, California
Submittal Deadline: November 17, 2006
The County of Ventura, Harbor Department, is seeking a consultant to
assist in the preparation of a Public Works Plan Amendment (PWPA) for
the Channel Islands Harbor. Services requested include initiating and
implementing a public outreach program and developing a harbor-wide
public access, landscaping, park space, lighting, signage, and parking
plan. The PWPA will consist of amending the existing 20-year old plan
to accommodate the redevelopment and rehabilitation of existing
infrastructure on the landside of the harbor.
In coordination with the investment in the harbor that the Public Works
Plan Amendment process anticipates, the County wishes to update and
upgrade public access and amenities, and develop a unified plan for
these improvements. The County is seeking a consultant to assist them
with an evaluation of the existing resources, and to formulate a
suggested plan that provides continuity harbor wide. The following
tasks are contemplated.
* Conduct an inventory and assessment of the existing system of
public walkways, landscaping, park space, lighting, signage, and parking
throughout the harbor area. Evaluate the condition of infrastructure
and areas of deterioration, wear and deficiency. Identify areas that
are adequately utilized, over utilized or under utilized. Identify
areas where highest parking demand exists. Evaluate adequacy of
lighting.
* Initiate and facilitate a public outreach and participation
program for the Land Side Public Works Plan Amendment that considers the
public realm in the harbor, but may also include other proposed changes
to the PWP including views, increases in heights on certain selected
parcels in the Harbor, and other issues. This effort will include
workshops with the public, meetings with Harbor Commission, advisory
committee on walking the harbor, community groups, lessees, Harbor staff
and other interested parties to discuss the needs of existing and future
users. Provide documentation of these efforts as background to the PWPA.
* Create a proposal for an overall public access plan that takes
into consideration the outcome of the public outreach effort and the
anticipated leasehold improvements, while incorporating the following
elements:
* A consistent, adequately sized, well-lit and attractive
pedestrian path that provides public access to as much of the harbor
edge as possible.
* A unified landscape, lighting and directional signage program.
* An assessment of existing and future park needs and
recommendations on improved or added park areas that link walking paths,
beaches and other public spaces.
* An evaluation of parking areas, both public and private, and
recommendations for improving the efficiency and utilization of these
areas by the public.
* Attendance at a minimum of two Harbor Commission and two Board
of Supervisor's meetings.
* Written and digital copies of the proposed plan.
The successful consulting firm will have adequate staff and experience
to carry out the work necessary to complete the project within the
timeframe required by the County. Previous experience within the
coastal zone is required.
