Developing Land Management Plans
California Wildlife Foundation, Oakland, California
Submittal Deadline: November 15, 2006

Introduction
On behalf of the California Department of Fish and Game (DFG), the
California Wildlife Foundation is seeking qualified candidates to
develop land management plans for two department properties. Interested
parties may submit their qualifications for one or more sites.

The land management plans will establish management goals and tasks that
will ensure the long-term protection of wildlife resources (birds,
mammals, reptiles, amphibians, invertebrates, special plants and
vegetation communities) along with their habitats on site.  The plans
will also describe appropriate public use and an environmental analysis
pursuant to CEQA based on the proposed management objectives.

The land management plans are to be prepared per DFG guidelines, A Guide
and Annotated Outline for Writing Land Management Plans, and other local
or Federal agency requirements as necessary. The plan is to be written
to fulfill CEQA and CESA requirements. The products will be suitable for
CEQA review and approval.

Developing your Summary of Qualifications
Your Summary of Qualifications (SOQ) must have three sections:

*	Transmittal letter discussing your interest and intent 

*	Your organization qualifications 

*	Your site-specific qualifications and process and methodology
plan 

Please note that your Transmittal Letter and Organization Qualifications
will be the same for all sites. However, you must submit a separate copy
of the Transmittal Letter and Organization Qualifications with the
site-specific qualifications for each site.

Selection Process
Candidates with the necessary expertise and resources to perform the
work described herein are asked to submit a Statement of Qualifications
package. Those firms judged to be the best qualified to undertake the
work, will be interviewed by the Department's selection committee. The
contract will be negotiated with the best-qualified firm after
interviews are conducted and the selection committee ranks the firms.

The criteria for selection include: the background, scope and location
of the firm(s); relevant experience of the firm(s), project leadership
and assigned individuals; education and other credentials (awards,
recognition and references) of the project leadership and team members,
the resources available to them, and the percent of their time devoted
to the project. 

Any contract to be awarded as a result of this Request for
Qualifications will be awarded without discrimination based on race,
color, religion, sex, or national origin. The firm(s) finally selected
must comply with all applicable laws, rules and regulations.

Deadlines
Complete proposal packages must be delivered to the Armand Gonzales,
Department of Fish and game no later than 2:30pm on Wednesday, November
15, 2006. The package must include the original and four (4) copies of
the proposal. A separate copy of the proposal must be delivered to the
California Wildlife Foundation on Thursday, November 16, 2006.
