Request for Qualifications - Consultant Services
Citywide Mobility Plan
The City of San Buenaventura
Submittal Deadline: November 17, 2006
The City of San Buenaventura is seeking Statements of Qualifications
(SOQ's) from consulting professionals experienced in the preparation of
a Citywide Mobility Plan that will help implement the new General Plan
Accessible Community goal of providing our residents with more
transportation choices by strengthening and balancing bicycle,
pedestrian, and transit opportunities in the City and surrounding
region. The plan must recognize that balancing automobile use with other
means of travel is essential to maintaining social, physical and
environmental health.
Key to the success of this Mobility Plan will be tackling two
fundamental challenges: transitioning the City from auto dependence to a
balanced transportation network and engaging a wide spectrum of the
community in thinking anew about transportation and its relationship to
our environment, quality of life and standard of living. The plan must
be both visionary and practical - offering a realistic long-term guide
to fulfilling the Strategic Vision.
SUBMISSION DEADLINE
In order for your qualifications to be considered, this office must
receive six (6) copies of your Statement of Qualifications (SOQ) no
later than 4:00 p.m. on November 17, 2006.
PROJECT DESCRIPTION
* Provide thorough documentation of existing conditions and future
needs for all thoroughfares throughout the City.
* Refining Policies and Actions to develop and build consensus on
a set of quantifiable mobility standards and guidelines.
* Assess all urban modes of mobility in the City based on the
information collected and community outreach activities. The consultant
will assess future mobility needs to accommodate employment and
residential growth shown in the General Plan, in addition to general
traffic increases and special events using data from the existing
traffic model.
* Develop corridor plans for all arterial thoroughfares in the
City. Consideration of improved visual amenity on the corridor, through
provision of additional street trees and other natural features,
landscaped medians, street furniture, and other landscape architecture
and urban design improvements are to be an integral part of the Corridor
Plan.
* Develop a citywide parking management plan. A Downtown parking
management strategy is contained in the draft Downtown Specific Plan
that can be made available upon request. This plan will likely be
approved by the City Council in the Fall of 2006. Many aspects of this
draft plan may be applicable to neighborhood centers and multi-modal
corridors throughout the City.
* The City has already selected a consultant for an update to the
City's Bicycle Master Plan. The local firm of AllianceJB with Fehr &
Peers will be updating the bike plan including creation of a GIS based
bikeability and walkability index model.
* Develop a Transportation Demand Management Plan that will help
reduce or eliminate the demand for single occupancy automobile use and
increase the demand for alternative more sustainable modes.
* Prepare a Transit Plan that evaluates and recommends future
local and regional bus services, commuter rail, light rail, streetcar
and/or bus rapid transit. Staff at South Coast Area Transit (SCAT) is
already working on a major transit planning effort that will tie into
this plan. The selected Consultant will be required to work with local
transit agency staff.
* Preparation of a Mobility Fee Program to replace the existing
Traffic Mitigation Fee Program. The program will provide funding for
implementation of the Mobility Plan on items that are directly impacted
by new development in the City including regional traffic, public
transit, rail, pedestrian and/or bicycle improvements.
PROJECT BACKGROUND
The City recently adopted a new General Plan that focuses on infill
development only and providing more transportation opportunities. A copy
of the Accessible Community chapter is enclosed for your reference. This
plan is available on the City's website at

SOQ REQUIREMENTS
* Background: Provide a description of your firm's background and
project qualifications.
* Firm's Experience: Provide a list of similar projects and
clients that your firm has completed work for in the past 5 years.
* Staff's Experience: Provide resumes describing the
qualifications of the staff that will be working on this project.
Provide a list of similar projects and clients that your proposed
Project Manager and Project Engineer have completed work for in the past
5 years.
* Sub-consultant's Experience: Provide a list of all proposed
subconsultants, their background and qualifications, and degree of
involvement.
* Project Understanding: Provide a brief statement of your firm's
project understanding and a list of the project's critical element(s).
Each SOQ should be limited to no more than 40 pages, including resumes.
Within one month following receipt of the SOQ's, notifications will be
given to each participant as to the status of their SOQ. A selection
committee will conduct interviews with only those consultants whose
qualifications are most desirable for this project. Final selection will
be made within one week after the interviews are complete.
A copy of the City's standard Engineering Services Agreement can be made
available for your information. The SOQ shall include any comments or
changes you have with the standard agreement. The City assumes that the
selected consultant has clearly read and understood all requirements of
the agreement including Section 17, indemnification.
