Request for  Qualifications  - Consultant Services  

West Bench General Plan Implementation Analysis
Salt Lake County, Utah
Submittal Deadline:  November 16, 2006

Introduction
Salt Lake County is soliciting competitive proposals from highly
qualified municipal planners specializing in municipal finance, planning
and design, and project management to consult with the County team (i.e.
project manager, lawyer, planners, engineers, and accountant) on the
more difficult and pressing issues related to the West Bench project.
Consultant should be familiar with, or must become familiar with,
federal and Utah land use law in order that its advice to County will
incorporate necessary legal principles.  To be of assistance to the
County, the Consultant must be an expert in municipal finance and have
substantial experience in large scale, sustainable, multi-modal, mixed
use development involving the acquisition and maintenance of vast
amounts of improved and unimproved public open space.

Background
The total area within the study area is approximately 93,000 acres.  The
County expects that 74,000 acres of that total will be developed into
communities over a 30 to 60 year period of time.  Approximately 163,000
residential units will be constructed that could house 500,000 people
based on trends and internal growth of the County.  The estimated build
out over the time period is $24.9 billion.

The Salt Lake Valley currently has about 980,000 residents.  Expanding
to include the Wasatch Front (Ogden and Provo areas) brings the
population to nearly 1.8 million.  Based on the above estimates, this
project may conceptually increase the size of the Salt Lake Valley
current population by 500,000.  Appropriate planning for required

Deadlines
Proposals will be accepted until 3:00 PM on Thursday, November 16, 2006
at the Office of Contracts & Procurement, 2001 South State Street, Room
N4500, Salt Lake City, Utah 84190-3100.  No responses will be accepted
after that date and time.
