Assessment and Update of 2001 Kirkland Downtown Strategic Plan
The City of Kirkland, Washington
Submittal Deadline: November 30, 2006
Project
The City of Kirkland Department of Planning and Community Development is
seeking proposals from qualified consultants to assist in Assessing and
Updating Kirkland's Downtown Strategic Plan. The goal is to evaluate
the existing Plan as part of a strategic planning cycle, not to rebuild
the DSP from the ground up. The following general assessment tasks are
included and should be based on an objective and candid analysis:
* Evaluate existing market and land use conditions and future
trends
* Evaluate market challenges
* Evaluate existing plan and vision
* Assess near and long term vision in light of existing conditions
and trends
* Assess performance - are/were projects (financial/economic,
urban design, transportation) effective in implementing the vision
The following general update tasks are included and should build on the
assessment through a process of building community consensus around
potentially controversial issues:
* Identify potential revisions to DSP language and concepts
* Identify additional elements
* Identify opportunities for implementing projects, policies, and
design guidelines
The City is looking for a firm or team that can assist the City in
addressing the full range of issues associated with this project. The
ability to communicate complex information and build community consensus
around controversial issues is key. The firm or team will have
demonstrated experience or expertise in real estate market analysis,
economic development strategies, downtown revitalization strategies,
public outreach/communications, urban design & planning, and development
of feasible and achievable implementation strategies and actions.
Background
The current The Downtown Strategic Plan (DSP) was developed over a
two-year period by a City Council appointed task force (the Downtown
Action Team). Their recommendations were approved by City Council in
June 2001. The DSP provides a vision for a high-quality
pedestrian-oriented urban village and outlines an extensive series of
interrelated public actions and private opportunities for the
revitalization of downtown Kirkland. For more information on the

Deadlines
The deadline for submittals of qualifications is 5:00 p.m. on November
30, 2006. Six copies of the packet should be submitted to Jeremy
McMahan, Planning Supervisor, Department of Planning and Community
Development, City of Kirkland, 123 5th Avenue, Kirkland, WA 98033.
