Redevelopment and Marketing Study
Kansas City and Vicinity Workforce Investment Board, Missouri 
Submittal Deadline: November 1, 2006

The Full Employment Council ("Council"), on behalf of the Kansas City
and Vicinity Workforce Investment Board, requests submittal of proposals
to conduct a redevelopment and marketing study.  The services are being
requested in an attempt to select a qualified firm ("Professionals") who
will provide the Council with a work force development and marketing
study in connection with Base Realignment and Closure (BRAC) activities.
The services requested are expected to commence November 13, 2006 and
continue thereafter for seven (7) months with the final product complete
by June 13, 2007. After review of the Proposals by a Review Committee
and the selection of qualified Professionals, the Council intends to
enter into professional services contracts with the qualified
Professional.

All Proposals will be evaluated based on the completeness of the
statement, the Professional's experience and capacity to perform the
work, the Professional's past record of performance, and the
Professional's familiarity with the Kansas City, Missouri area.

The Professional's Proposal must demonstrate that the Professional is
well experienced and qualified to effectively provide the following
services with respect to the work:

SCOPE OF SERVICES
On August 24, 2005 final deliberations and decisions of the Base
Realignment and Closure (BRAC) commission took place to modify military
facilities across the country. The Kansas City area has 2,300 jobs
affected due to closures or realignment, primarily from the Bannister
Federal Complex.  With the closure of the facilities, an excess of
400,000 square feet has been identified that will come onto the market.
The general purpose of this study is to identify workforce development
and marketing strategies to reduce the adverse impact of the Base
Realignment and Closure (BRAC) in the Kansas City area. 

The BRAC decision for the Bannister Federal Complex exacerbates other
workforce development challenges for the Bannister Road Corridor
("Corridor"), roughly from Holmes to the east side of Bannister Mall.
It is the intent of the Kansas City and Vicinity Workforce Investment
Board/Full Employment Council to identify the major issues confronting
the Corridor and develop a viable strategy to retain the workforce.

The Full Employment Council on behalf of the Kansas City and Vicinity
Workforce Investment Board has allotted $100,000 to conduct a
redevelopment and marketing study.  This study is designed to a)
identify Corridor businesses and corresponding workforce that can
utilize the surplus space and b) how to market the area as a whole.  A
SWOT analysis is requested for the Corridor roughly bounded by Holmes
(West) to KC Southern Railroad (East) and Bannister and Marion Campus
(South) to 87th St. (North), with Bannister (95th Street) being the
primary spine.  The primary development challenges in the area include
1) the surplus buildings in the Federal Complex that will be available
after jobs transfer due to BRAC, 2) Bannister Mall, 3) the Marion Labs
Campus and 4) the Land Trust Property on the northwest corner of Holmes
and Bannister Rd.

The funding for the redevelopment and marketing study is designed to
restore jobs and the tax base in the Bannister Corridor.  The Full
Employment Council on behalf of the Kansas City and Vicinity Workforce
Investment Board is requesting a Proposal based on the following
information.  The qualified firm will provide:

*	A strengths/weaknesses/opportunities/threats (SWOT) analysis of
the redevelopment opportunities/challenges represented by the four areas
of concentration listed above. 

*	Make recommendations for the type of development to be pursued
for each area, recommendations regarding national or regional developers
with experience in similar areas, and their experience with companies
that redeveloped the facilities. 

*	A marketing plan for the four areas of concentration, with
recommendations regarding appropriate methods to position the
properties. 

*	A list of potential national and regional real estate contacts
with capabilities pertinent to the four areas of concentration 

*	Compile the existing and potential economic development
incentives pertinent to the four areas of concentration 

*	Descriptions of past projects similar to this assignment and
resumes of the staff to conduct the assignment will be submitted.  In
addition, suggested changes to this scope of work may be reviewed. 

Actual contractual requirements will be outlined in the "Agreement for
Professional Services" following negotiation with the   Professional.

The Professional is strongly encouraged to thoroughly review this entire
Request for Proposals since all submittals will be reviewed for
compliance with the submission requirements set forth in it.  The
Professional must use the following outline to organize the Proposal;
and to provide all of the required information.  This will simplify the
review process and permit the maximum degree of comparison by the
Council.  The Professional must, at a minimum, provide the information
described below when submitting statements.

TITLE PAGE
Indicate the Professional's complete legal name (and the name under
which the Professional is doing business if different than the legal
name), the form of legal entity (corporation, limited liability company,
general or limited partnership or sole proprietorship, etc., if not
evident from the legal name), local address, telephone number and
facsimile number, contact person and title, and the date of the
qualification statement.

TABLE OF CONTENTS
The table of contents must clearly identify the material included in the
proposal by section and page number.

TRANSMITTAL LETTER

*	The Professional must send a signed letter of transmittal
briefly stating: 

*	The Professional's understanding of the scope of services to be
provided; 

*	Positive commitment to perform the work as it will be described
in the professional services contract; 

*	Why the Professional believes it to be qualified to perform the
work; 

*	The title of the person signing the letter, indicating his or
her title, and stating that he or she is authorized to bind the
Professional. 

THE PROFESSIONAL'S PROFILE

*	State whether the Professional is local, regional or national; 

*	State the location of the office from which the services will be
performed and the number of professional staff employed at that office; 

*	Provide a brief history of the Professional including a list of
the responder's past experiences with similar programs, particularly, as
they relate to:  redevelopment of installations affected by previous
BRAC decisions; 

*	Indicate any past or present relationship of the Professional to
any of the Council, listing the project(s) and the scope of the services
provided to the Council; 

*	State that the Professional has no conflict of interest with
regard to services to be provided pursuant to the contract(s)
contemplated by this request for qualifications. 

*	State whether the Professional has been certified by the Kansas
City, Missouri Human Relations Department to be an MBE or WBE and if not
so certified, the composition of the Professional's staff based upon
race and sex. 

*	State whether the Professional has an Affirmative Action Plan;
if so, a copy must be attached. 

THE PROFESSIONAL'S QUALIFICATIONS

*	Provide a list of the permanent staff members of the
Professional, including names, job descriptions, titles, relevant
educational and professional experience, certifications and/or licenses;


*	List all Professional's subcontractors (if any), including name,
relationship, relevant staff and experience; 

*	Provide a list of professional references; 

*	Describe all violations/citations and pending litigation which
involve the Professional and/or its principals; 

UTILIZATION OF MINORTY BUSINESS and WOMEN ENTERPRISE
Identify women and minority business enterprise to be used in the
execution of this project.

STATEMENT OF QUALIFICATIONS; SELECTION SCHEDULE
A pre-bid conference will be held on Tuesday, September 5 at 10:00 a.m.
at the Full Employment Council, 1740 Paseo Blvd., Kansas City, MO 64108.
The Bannister Study can be obtained at the pre-bid conference.

The deadline for submission of the Proposal will be 4:00 p.m.,
Wednesday, November 1, 2006.

Five (5) copies of the Qualifications Statement will be delivered to the
Full Employment Council, 1740 Paseo Blvd., Kansas City, MO 64108. No
qualifications statements will be accepted after this closing date.

Upon receipt of the Proposals, Council staff will review the Proposals
and select one or more in each category for presentation to a Review
Committee.  All Professionals submitting Proposals may be requested to
make a presentation to the Review Committee in order to be considered.

The Agencies reserve the right to reject any and all Proposals.
