Comprehensive Revision of Land Development Codes
The City of Laramie, Wyoming
Submittal Deadline: October 11, 2006

Background
The City of Laramie Community Development Department intends to contract
for a comprehensive revision of the City's municipal code Titles 15, 16
and 17 pertaining to building and construction, subdivisions and zoning.
The City intends to select a firm and start on the process this year.

The City of Laramie is located in the southeast corner of Wyoming with a
population of approximately 28,000.  Laramie is home to the University
of Wyoming with diverse cultural, business and recreational
opportunities.  The City is completing a new comprehensive plan and is
prepared to implement many of its goals through adoption of new
subdivision, zoning and development standards.

The original subdivision and zoning regulations were adopted in early
1960s.  Through the years several piecemealed amendments and additions
were adopted.  However, the overall format, administrative procedures
and zoning structure remain unchanged.

Desirable Experience
The City seeks a firm with experience in developing a unified land
development code with emphasis in:

*	Subdivision, zoning and development review procedures. 

*	Commercial, industrial and multi-family residential development
standards such as parking demands, landscaping standards, site design
and building design. 

*	Sign regulations. 

*	Restructuring of pyramidal zoning and land uses. 

*	Planned unit developments. 

*	Hillside and ridgeline development/protection standards. 

*	Progressive planning techniques in areas such as traditional
neighborhood designs, historic preservation, big box development and
mixed-use development. 

*	The ability to create flowchart illustrations of procedures and
graphic illustrations of development standards. 

*	Corridor overlay districts. 

*	Amortization and retrofit strategies for
non-conforming/grandfathered uses. 

Scope of Work
Anticipated scope of work includes the following:

*	Hold an introductory public meeting with the City Council,
Planning Commission and other stakeholder groups. 

*	Review and evaluate current Laramie Municipal Code Titles 15, 16
and 17 pertaining to building and construction, subdivisions and zoning.


*	Rewrite and reformat Titles 15, 16, and 17 into a single land
development code. 

*	Hold intermediary workshops with the Planning Commission, City
Council or other stakeholder group.  Approximately 10 workshops are
anticipated. 

*	Incorporate the goals and policies of the Comprehensive Plan
into the new code. 

*	Review the new code for compliance with State Statutes. 

*	Hold 2 Planning Commission adoption hearings and 3 City Council
adoption hearings.  (Note:  The land development code will be adopted by
an ordinance.  Pursuant to State Law, ordinances require 3 readings by
the City Council.) 

*	Prepare necessary materials and documents for meetings and
workshops.  The City will make the necessary copies of documents for
each meeting. 

Deliverables

*	One digital copy of the completed and adopted document in Word
and PDF formats with graphics. 

*	One hard copy of the completed and adopted document with
graphics. 

Submittal Requirements

*	5 copies of the proposal. 

*	At a minimum, the proposal must include the following
information: 


*	A cover letter identifying the firm and its experience. 

*	Summary of project understanding and project approach. 

*	Personnel intended to be assigned to the project including each
member's anticipated role and a description of responsibilities. 

*	Education and experience of each member of the team.  Included
must be a brief summary of experience related to this project. 

*	Identification of project manager. 

*	A list of similar projects prepared by the firm, project costs
and municipalities. 

*	Any proposed sub-consultants indicating approximate percentage
of work anticipated by each sub-consultant. 

*	Approximate project schedule and completion date.
