Architecture & Planning Design Services
The New Orleans Downtown Development District, Louisiana
Submittal Deadline: October 5, 2006

Introduction
The New Orleans Downtown Development District (DDD) desires to qualify
one or more design firms or sole practitioners from the disciplines of
architecture, landscape architecture, urban design, urban planning, and
architectural graphics to assist the DDD in periodic architectural,
urban planning, and urban design studies downtown in the interest of
advancing the DDD's economic development mission and its provision of
enhanced public space maintenance and public safety services.
The DDD will qualify firms in each of the following sub-categories:
* Architecture
* Landscape Architecture
* Urban Design
* Urban Planning
* Architectural Graphics
A firm may be qualified by the DDD in one or more of the sub-categories.
Deadline for Submission
All proposals will be judged based upon criteria listed below in
"Selection Criteria". Proposals shall be submitted to the following
address no later than 2:00 p.m. Central Time on Thursday, October 5,
2006:

Scope of Services
Working with the Downtown Development District staff, qualified firms
may be called upon on an "as-needed" basis to engage in various
design-oriented tasks. Tasks may include the following:
* Site development studies including zoning analysis and highest &
best use recommendations, etc.
* Building redevelopment studies including architectural drawings,
cost estimates, etc.
* Analysis and validation of development proposals, including cost
estimates, construction methods, etc.
* Massing studies
* Historic resource analysis and planning
* Streetscape improvement design
* Landscape and planting plans
* District, neighborhood and corridor master planning
* Downtown-wide zoning analysis and recommendations for change if
necessary
* Preparation of site plans, color renderings, and other graphic
representations of urban design concepts, development plans,
infrastructure improvements, etc.
* Revision of current downtown maps and drafting of new maps
* Basic traffic flow analysis
* Representation of DDD interests to developers, planners, etc.
* Representation of DDD before public bodies such as the City
Planning Commission regarding topics such as zoning recommendations,
development project review, etc.
* Other design and planning tasks
Submission Requirements
Interested parties should submit the following qualifications to the
Executive Director of the DDD:
* Firm biography describing the firm's or the sole proprietor's
* Length of time in business
* Ownership structure
* List of firm shareholders and principal practitioners
* List of sub-category or sub-categories in which the firm or sole
practitioner is seeking to be qualified
* Evidence of all applicable professional licenses and
certifications
* Resume(s) or professional biographical sketch(es) of key
management personnel
* Description of firm's ability to complete the Scope of
Services, focusing on prior experience at accomplishing similar tasks
* Sample plans, renderings, and narrative description of firm's
or sole practitioner's downtown projects similar to those listed in the
Scope of Services [Clearly identify which sub-category or categories
that each sample represents, e.g., Sample A: Architecture; Sample B:
Landscape Architecture and Urban Design, Sample C: Urban Design and
Urban Planning]
* Photographic documentation of built projects designed by the
firm or sole practitioner that are similar to those listed in the Scope
of Services
* Evidence of Disadvantaged Business Enterprise (DBE)
certification, if applicable
* Recent financial statements, not more than 60 days old,
including income statement, balance sheet and owners' equity statement.
The required level of financial statements is tiered as follows: A) to
be eligible for service contracts between $1,000 and $20,000 dollars,
accrual based financial statements prepared in accordance with Generally
Accepted Accounting Principles (GAAP) compiled by a Certified Public
Accountant (CPA) are acceptable B) for service contracts between $20,000
and $50,000 dollars, GAAP based statements reviewed by a CPA are
required C) for service contracts $50,000 and above GAAP based
statements audited by a CPA, and with a clean opinion, are required.
Selection Criteria
Qualification of a firm or sole practitioner shall be based on the
following criteria:
* Specialized experience and technical competence
* Performance history, e.g., cost control, work quality, and
adherence to schedules/deadlines
* Capacity for timely completion of services
* Disadvantaged Business Enterprise (DBE) certification
Rates of Pay
Respondents should submit a rate sheet of hourly charges, fees, and any
other expenses proposed to be charged to the DDD for any work
assignments contracted for under this RFQ. The rate sheet should specify
the proposed rates by the type of professional expected to be engaged on
various DDD projects; e.g. Principal, Senior Architect, Landscape
Architect, Graphic Artist, Draftsman, etc.
