Request for Qualifications - Consultant Services 
 
Zoning Ordinance and Subdivision Regulation Rewrite 
The City of Missoula, Montana 
Submittal Deadline: October 16, 2006

Project Overview
The City of Missoula requests proposals from development planning teams
for the preparation of rewritten Zoning Ordinance and Subdivision
Regulations. The City expects the Zoning Ordinance and Subdivision
Regulations to serve as the primary documents implementing its land-use
planning provisions. 

The City anticipates that the successful team will include experts in
urban planning, zoning and subdivision code development, and public
participation processes. Consultants must have broad and extensive
knowledge in the development of user-friendly, consistent,
understandable, and clear zoning ordinances and subdivision regulations.
Consultants must have experience developing and implementing successful
public participation processes and collaboration with citizens and
public officials.

The strategy for the project should include:

*	a strong emphasis on citizen participation which brings together
representatives from a broad range of stakeholders and maintains an
inclusive process through community dialogue, consensus building and
action; 

*	an analysis of the current language and implementation problems
regarding the Missoula zoning ordinance and subdivision regulations. 

*	a recommendation for improving the general language, specific
definitions, and terms of the zoning ordinance and subdivision
regulations.  

*	a commitment to the intent embodied in the existing Zoning
Ordinance and Subdivision Regulations. 

The successful consultants will be responsible for undertaking all
studies, research and activities necessary to produce the strategy in
such form, and have such content to meet the approval by applicable
local units of government.
A scope of work and a specific request for proposal will be provided to
consultants with qualifications that best meet the objectives of the
City of Missoula.

Submittal Requirements
The following qualification information must be submitted: 

*	Contact information. Name, address, and phone number of the
consulting firm. 

*	Form of organization. Whether firm is a partnership,
corporation, or sole proprietorship, where it is organized, and the
names of principals, officers, and directors of the firm 

*	Key personnel. Names of key personnel, their respective titles,
experience, and periods of service with the firm 

*	Statement of qualifications. A narrative or other statement by
the firm of its qualifications for the proposed project 

*	Availability. A brief statement of the availability of key
personnel of the firm to undertake the proposed project 

*	Project list. List of projects completed by the firm 

*	References. Names and telephone numbers of persons whom the
agency can call for references regarding the firm's past performance,
preferably on similar projects. 

Submission Deadline and Contact Information
Qualification information may be provided in any manor you may deem
appropriate and must clearly delineate your ability to successfully
complete a project of this type. The deadline for submission of
qualifications is 5:00 P.M., Mountain Standard Time, October 16, 2006.
Qualifications must be submitted to the address below. Late submittals
will NOT be accepted.
