Comprehensive Regional Growth Plan
Fort Bragg and Pope Air Force Base Area, North Carolina
Submittal Deadline: April 30, 2007

The BRAC Regional Task Force (BRAC RTF), composed of local government
representatives from an 11-county region in central-southeastern North
Carolina, was formed to unify and coordinate the community planning
effort regarding base realignment and closure (BRAC) activities in the
region surrounding Ft. Bragg and Pope Air Force Base (AFB). The BRAC RTF
is serving as the liaison to Ft. Bragg/Pope AFB, state and federal
agencies, and the local communities impacted by these changes.  The
impacted area is comprised of 11 counties and 73 municipalities
surrounding the base.

In order to plan for changes the region will undergo in the next five to
ten years, the BRAC RTF is seeking a consultant to undertake an
assessment and analysis of the impacts of BRAC on the areas surrounding
Ft. Bragg/Pope AFB and produce a Comprehensive Regional Growth Plan
(CRGP).   For this proposal, the term "BRAC growth" refers to all
projected growth at Ft. Bragg and Pope AFB, including 2005 Base
Realignment and Closure actions, Army Modular Force transformation, US
Army Special Operations Command (USASOC) transformation growth and other
unit activations, and in some cases, all of the military and
non-military related projected growth needs to be considered.  This plan
will serve as a blueprint for growth in the 11-county region.

Background

The BRAC RTF received a grant from the Department of Defense (DoD)
Office of Economic Adjustment (OEA) to undertake community economic
adjustment and growth management planning activities in response to the
transfer of Pope AFB to the Army, base realignment actions (including
mission transfers from both bases), and the personnel expansion at Ft.
Bragg.  The closure of Ft. McPherson, GA and realignment of U.S. Army
Forces Command (FORSCOM) headquarters and U.S. Army Reserve Command
(USARCOM) headquarters to Ft. Bragg - along with other BRAC actions and
growth at Ft. Bragg attributed to Army Transformation and additional DoD
actions - is projected to result in a net gain of approximately 5,000
military, civilian and contractor personnel to the Ft. Bragg/Pope AFB
complex. This growth is scheduled to occur by 2011.  A preliminary
impact assessment by the University of North Carolina projected, as a
result of this BRAC action, that more than 25,000 new military
personnel, civilians, and dependents, including indirect support, would
be coming to the region.

As these changes occur, communities surrounding Ft. Bragg/Pope AFB will
experience significant economic impacts and additional demands on
services and infrastructure.  Preparation and planning for these impacts
are extremely important to facilitate economic growth.  The OEA grant
will partially be used to assess the impacts and develop the CRGP.  The
purpose of the CRGP is to mitigate any possible negative effects of the
realignment of Pope AFB, while maximizing the economic potential of the
growth at Ft. Bragg.  The CRGP needs to be a document that regional
planners and counties can use to revise their existing plans and prepare
for the changes.
