Request for Qualifications - Consultant Services

Public/Private Partnership for the Design and Development of a Mixed-Use
Project 
The City of Burien, Washington 
Submittal Deadline:  June 30, 2007

THE PROJECT
The City of Burien purchased the site in 2002.  A major City objective
is the development of a hotel in the downtown area that will complement
planned development in the area.  Based on its' proximity to Sea-Tac
International Airport, major freeways, frequent transit service and the
pedestrian-scale redevelopment occurring in the vicinity, Downtown
Burien is the ideal location for a new hotel/conference center.

The city is seeking to sell the site at fair market value to qualified
developers, who agree to execute a formal Disposition and Development
Agreement (DDA), calling for the construction of a boutique type hotel
and conference center.  Inclusion of deluxe condominium residential
units, retail space and/or office space could also be included.
Surveys, soils tests, a sample schematic layout, and sample DDA will be
available to short list finalists.

DEVELOPMENT STANDARDS
The site is zoned DC (Downtown Commercial).  The maximum height limit is
5 stories and maximum floor area ratio (FAR) is 3.5.  Increases in
height up to 12 stories and FAR of up to 7 are permitted with the
addition of bonus design features.  The DC zone allows a wide variety of
land uses including hotels, retail, office, restaurants and unlimited
residential density.  The City has also adopted Design Guidelines for
the DC zone.  These Development Standards, Design Guidelines and related
Comprehensive Plan policies are available on the City's website
(www.burienwa.gov <http://www.burienwa.gov/> ).  The City currently uses
the 2003 International Building Code (IBC) but will be converting to the
2006 IBC on July 1.

BURIEN'S REGIONAL CONNECTION
Burien's location in Puget Sound's dynamic commercial corridor makes it
an ideal setting for businesses, employees and residents.  Burien enjoys
direct 15-minute access to Seattle by State Route 509.  Sea-Tac
International Airport is a brief eight minutes east by surface
transport.  While traffic congestion afflicts much of greater Seattle,
Burien's strategic position offers convenient connections to Seattle's
business and industrial areas, its rail yards, and the Port of Seattle's
bulk and container shipping facilities.

SELECTION CRITERIA
The intent of this Request for Qualifications is to gather information
upon which to base the selection of a developer for potential
development of a Hotel and Conference Center.  Initial selection will be
based on the developer qualifications and general development concept
for the project rather than specific proposals.  The submittals of
qualifications will be evaluated to determine the developer most
responsive to the City's objectives and most highly qualified to
implement the development based on the following criteria:

*	Qualifications and Experience of the Firm and/or Principals: 

	*	Experience in developing hotels and mixed-use projects. 
	*	Staffing with strong team experience, including a
history of previous working relationships among the principal respondent
and subconsultants. 
	*	Demonstrated ability to incorporate meaningful public
involvement into a project. 
	*	Knowledge and experience working with public agency
projects and requirements, and with interested community groups. 
	*	Demonstrated ability to design the proposed project to
comply with city design standards and codes, including Downtown Burien
Design Guidelines. 
	*	Experience working with diverse financial interests of
multiple property owners, accumulating land from separate owners, and
structuring separate ownership interests. 
	*	Experience with complex transactions containing
integrated planning and approaches to implementation of proposals, cost
estimating, and project administration. 
	*	Demonstrated ability of the respondent to lead a
development effort from predevelopment to full occupancy.  Puget Sound
area experience desired. 
	*	Financial capacity to complete development in a timely
manner. 
	*	Project staff capacity and ability to ensure that the
project is designed and developed on time and within budget. 
	*	Ability to be accountable on any matter affecting the
City's interest throughout redevelopment. 

*	Demonstrated Responsiveness to City Objectives and Downtown
Vision: 

	*	Compatibility of developer's project vision and general
development concept with City's objectives. 
	*	Quality and breadth of schematic approach to the
project. 
	*	Level of knowledge and understanding of the City of
Burien Downtown Plan reflected in the general development concept. 

Prior to submission, interested respondents are strongly encouraged
review the Downtown Burien Handbook, dated March 28, 2000, revised
December 2002.  The handbook is available on the City's website
(www.burienwa.gov <http://www.burienwa.gov/> ).

Printed copies of the handbook can be obtained from Janet Stallman,
Department Assistant, City Manager's Office, at 206-248-5508.  An $80
refundable deposit (plus postage if mailed) is required for a printed
copy of the handbook at the time it is requested.

*	June 30, 2007: Statements of Qualifications due 
*	July 2007: Firms selected for detailed proposals (interviews may
be held prior to selections) 
*	August 2007: Proposals due 
*	September 2007: Selection announced and negotiations begin
(interviews may be held prior to selection.) 

Public Disclosure
All responses and accompanying documentation will become the property of
the City.  Respondents should be aware that the City is required by law
to make their records available for public inspection, with certain
exceptions (see RCW Chapter 42.17).  Respondents should mark materials
they deem confidential or proprietary.  However, the City will have no
obligation to any respondent in the event the City must disclose
information that a respondent may define as confidential or proprietary.
