Regional Housing Needs Assessment
Dutchess, Orange and Ulster Counties, New York
Submittal Deadline: May 18, 2007
Introduction
Dutchess, Orange and Ulster Counties are located in the center of New
York State's Hudson River Valley. All three counties are within
commuting distance to New York City and Westchester and have significant
second home markets. In the past decade all three counties, to varying
degrees, have experienced significant population growth.
One of the most significant shifts, is that most new housing does not
meet the needs of the current workforce and residents in our three
counties. As housing prices escalated to the south, workers in those
areas have been forced further afield and have arrived in Dutchess,
Orange and Ulster Counties in search of housing they can afford. The
market has responded by building houses that are affordable to them but
not affordable to our local region's workforce and residents.
Communities are responding to current growth pressures by imposing
stricter land use controls which further exacerbate the affordability
problem and makes it even more unlikely that local workers and residents
can afford housing in the community.
To more accurately assess the situation, Dutchess, Orange and Ulster
Counties, with support from the Dyson Foundation, are embarking on a
Regional Housing Needs Assessment. The assessment's purpose is to
quantify the projected need for affordable and moderately-priced housing
within the three county region for 2007-2020.
This Request for Proposals seeks qualified firms to complete this
Regional Housing Needs Assessment. A slightly more detailed version of
this RFP is available on the Planning Department's section of Dutchess
County website at www.dutchessny.gov <http://www.dutchessny.gov/> or by
contacting the staff person noted below.
Scope of Work
The consultant shall provide a description of its major data sources and
its analytical approach. However, it is expected that the consultant
will work closely with the work group to refine its methodology, if
necessary, until it is mutually acceptable.
In projecting population growth, and the housing need it generates, the
counties would like to focus on the growth created by our local region's
internal forces such as projected job creation within the counties and
their own internal population growth.
Generally, in this section the consultant needs to complete the
following tasks:
* Analyze the region's low and moderate income residents, job and
population growth and commuting patterns.
* Calculate the existing and projected housing need for the region
* Describe the characteristics of the households within the
existing and projected housing need
* Describe the existing housing supply and projected housing
supply
* Match the existing and project regional housing needs with the
existing and projected regional housing supply.
* Create detailed unmet housing need numbers for 2007-2020 as
outlined below.
The consultant shall submit pricing for the following situations:
County Baseline Projections - Create unmet housing need numbers for each
county broken down by:
* Tenure (owner v. renter)
* Senior (55+) v. non-senior
* Income categories (0-50%, 51-80%, 81-100%, 101-120% of each
county's median income)
Intra-County Projections - Create a breakdown of the housing need
numbers created in option 1 based by sub-regions within each county. We
anticipated each county would be divided into approximately 4
sub-regions.
Municipal Projections - Create a single unmet housing need number, based
on the county number created in option 1, for each municipality in each
county covered by the assessment.
Submission Requirements
The proposal should include the following:
* A description of the consultant's methodology including major
data sources
* An experience narrative listing key staff and their experience
on similar projects
* A cost breakdown for situations 1, 2 and 3 outlined above,
including direct and indirect costs
* A schedule for report completion.
Submissions will be accepted electronically or by hard copy by 5:00 p.m.
on Friday, May 18, 2007. Proposals and questions should be directed to
