Request for Qualifications & Proposals - Consultant Services
Unified Development Ordinance
City of Fayetteville, North Carolina
Deadline for submittals: August 31, 2007
The City of Fayetteville North Carolina, a diverse community of
approximately 175,000 residents, cordially invites you to submit letters
of interest, statements of qualifications, and a firm proposal to
develop and provide a new unified development ordinance. The new
ordinance will consist of new zoning and subdivision regulations
including but not limited to regulations that will address urban design
& form, street standards, signage, landscape elements, open spaces, and
parking.
The selected firm will work closely with city staff, the general public,
developers and various boards of the City of Fayetteville to provide the
final product. The following are examples of desired processes to
implement at a minimum:
* Utilize and implement the most current modern planning and
zoning techniques in the new code including smart growth methodologies.
* Review existing code and design new code to ensure a smooth
transition from existing code.
* Conduct and lead public input meetings and incorporate findings
and interest into development of final Ordinance.
* Implement innovative planning concepts such as how a form-based
code approach might work in the City of Fayetteville and include a
Traditional Neighborhood Development (TND) element.
* Analyze & use as a guide existing processes, codes and plans
such as the city's 2030 Growth Vision Plan, City Strategic Plan, small
area plans, corridor studies, and Phase II stormwater requirements.
* Draft a proposed code outline for review and approval, conduct
research and meetings, develop draft of new Ordinance for review and
approval, and provide final working document in both electronic and hard
copy format. The final product will also include a web-based version.
The final product will at a minimum:
* Utilize the most modern planning techniques
* Make the code usable and user friendly including ample use of
graphics
* Be web-based
* Ensure that the development review process is efficient and
effective
* Establish minimum development and design standards to improve
community appearance and the urban form
* Encourage high-quality of mixed use and connected neighborhoods
Proposals shall take into consideration staff and resources necessary to
conduct at least two public inputs meetings, three meetings with the
City of Fayetteville's Planning Commission, and three meetings with the
City Council. For the purposes of the submittal these eight meetings
should be considered separate events lasting at least 4 hours for each
meeting or briefing.
Time is of the essence in the performance of this contract. Interested
firms shall provide, with their submittal, a proposed timeline to
conduct the work. The City of Fayetteville is prepared to implement the
process with all due haste. It is expected that this request will result
in the development of a list of firms that will be interviewed. Based on
the interviews and submittals, a firm will be selected for negotiations
of a contract. Work should start immediately thereafter and proceed
without interruption until completed, accepted, and implemented.
Interested firms may submit their standard qualification package
provided the below listed information is included and clearly
identifiable. Submitters are hereby notified that material provided need
not contain extravagant or expensive photos, charts, graphs, binders, or
the like. Particular attention should be made to providing information
that directly relates to the experience a firm has in providing similar
required services to other cities or agencies in North Carolina or other
states with similar situations. The statement of qualifications should
include at least the following information:
* A cover letter stating your interest in the project.
* A listing of prior experience in providing like services.
Include a list of prior projects similar in size and scope and persons
to contact for references.
* The education and experience of the principals and staff of the
firm.
* An organizational chart indicating all personnel, by discipline,
within the firm.
* The personnel that would likely be assigned to this project and
any unique qualifications, of such personnel.
* Demonstrated experience writing codes that incorporate the most
modern planning and zoning techniques.
* Demonstrated legal capacity and/or knowledge of North Carolina
land-use laws and regulations.
* The approach that will be taken to conduct the work along with a
timeline schedule to complete all work. Major work elements shall be
shown.
* A cost breakdown of each phase and a total cost. Show separate
costs for reimbursable and any unique costs associated with work of this
type. All costs for a complete product are to be included and clearly
identifiable. Include current published unit cost of principals,
clerical staff, technical staff, and all associated cost on a unit price
basis. The final contract amount shall be mutually agreed based on the
final scope of work.
* A listing of Consultants and/or subcontractors that would likely
be used.
* An explanation or description of the firm's experience as it
relates to work of this type.
* A current manpower allocation chart or graph or written
description that describes manpower available for this project.
* Minority status, if any, of the firm.
* Other factors the firm may feel important for the City to know.
Five (5) copies of the submittal should be sent to City of Fayetteville,
Attn: Craig Hampton, Special Projects Director, 433 Hay Street,
Fayetteville, NC 28301 by 5:00 PM, August 31, 2007. Packages should be
plainly marked: Proposal=Unified Development Ordinance. All submittals
shall become the property of the City and the City reserves the right to
request additional information it feels necessary to make a qualified
judgment on a firm's ability to perform the work. The City also reserves
the right to award this contract in part or whole, in the best interest
of the City, and to reject any or all submissions.
