Request for Qualifications - Consultant Services

Citywide Traffic Analysis
The City of Santa Barbara, California 
Submittal Deadline: September 4, 2007

The City of Santa Barbara Planning and Transportation Divisions are
inviting firms to submit a statement of qualifications and some cost
information to provide traffic consulting services for the City's Plan
Santa Barbara planning process.

Background
Plan Santa Barbara is a multi-year planning process underway to update
City growth management and general plan policies. An initial public
outreach process began in May of this year, and policy options will be
identified for more public discussion in 2008. A Program Environmental
Impact Report (EIR) will be developed to evaluate Plan Santa Barbara
growth policy options for environmental effects, including effects on
traffic, circulation, and parking. The overall process is expected to
continue through 2009.  We have attached the Transportation Section of
the Conditions, Trends, and Issues report that was a forerunner document
to the Plan Santa Barbara process. (For more information, please see the

We are currently developing a Request for Proposal (RFP) and
environmental consultant scope of work for preparation of the EIR.  The
City is interested in first identifying the traffic subconsultant for
the EIR consultant team through a request for qualifications process.
Once identified, we will direct those responding to the EIR RFP to team
with the City-identified traffic consultant.

Therefore, we invite you to respond to this letter and submit a
statement of your firm's qualifications according to the information and
specifications below.  We have provided a brief description of the
potential work that will be required to complete the EIR.  Your firm's
response to this request should be specific to the type of work
anticipated for the EIR.

City Baseline Transportation Infrastructure
Citywide traffic counts would be conducted in March 2008. Morning and
afternoon peak hour traffic counts will be conducted for approximately
150 intersections, as well as approximately 100 average daily traffic
(ADTs) counts (See attached map).  The peak hour counts should be
conducted for two hours on a weekday.  ADTs should be conducted for a
minimum of three weekdays and averaged.  The City uses the Intersection
Capacity Utilization technique to establish the peak hour level of
service for intersections.  In your statement of qualifications, please
specify a general per intersection cost for counts and level of service
analysis, as well as a cost per ADT.

The baseline information will also include information and data
collection relative to existing facilities for pedestrians and bicycles.
Although the City does not run the bus company, the existing levels of
transit will also be documented for the baseline.  Finally, the baseline
information may include documentation regarding public and private
parking supplies.

Future Plan Santa Barbara Scenarios
The EIR will include as many as five general plan buildout scenarios,
likely including build-out under current land use designations and
policies, a scenario involving moving of density potential; and a
reduced build-out scenario.  Each scenario will need to be evaluated for
impacts to traffic levels, circulation network, and the need for
additional bicycle and pedestrian infrastructure and transit service.
Scenarios may also include the evaluation of safety concerns as a result
to traffic impacts.  The buildout scenarios will likely involve the
evaluation of future parking policy and requirements, which will require
the analysis of resulting impacts on the transportation system.

Request for Qualifications Submittal
Please provide a brief letter (5 pages or less; attachments ok)
describing your firm's qualifications and ability to provide the above
needed services.  Include a description of your firm's experience and
ability to evaluate city transportation systems as a whole and in
relationship to individual modes of travel.  Please demonstrate your
firm's capacity to evaluate changes in transportation mode share
percentages based on land use scenarios.  Describe your experience
predicting the transportation impacts of parking policy changes.
Include the specific lead project manager who will provide the most
leadership, decision-making, and project involvement.  Please describe
the project manger's ability and experience communicating complex
transportation information to the public.

Letters will be reviewed by a committee of staff from Transportation
Planning, Transportation Operations, and Planning Divisions. The City
may or may not request a telephone or in-person interview with one or
more representatives of your firm.
