Request for Proposals - Consultant Services

Town Center Plan
The City of Grove City, Ohio 
Submittal Deadline: September 10, 2007

The City of Grove City is accepting proposals from qualified,
inter-disciplinary planning firms with considerable experience in city
and downtown planning, community and urban design; land use planning;
visioning, and other citizen participation methods; and quality
presentation graphics to create a Town Center Plan for the City of Grove
City.

The City seeks the assistance of a qualified consultant to draft a plan
to address current and future needs; assess connectivity of City
buildings; analyze the impacts of surrounding developments; and
establish policy guidelines to maintain the Town Center's character and
enhance the economic vitality of the area.

Background
In 1986, City Staff together with consultants prepared the first Town
Center Plan during a period when an intensive effort was being made to
revitalize the heart of Grove City.  This effort has continued over the
past 21 years and has reestablished the Town Center.  Recently City
Council identified a desire to revisit and complete a new plan to build
upon the accomplishments of the original plan as well as to address the
current and future needs of the Town Center.  This directive follows
increased redevelopment activities and foreseeable growth within the
Town Center including the proposed redevelopment of 2.46 acres known as
the 'Old Lumberyard' site, contiguous to City Hall.

Purpose
The Town Center Plan is to provide a 20-year plan to guide future land
use and economic development decisions and is to be designed, organized,
drafted and implemented as a flexible document, enabling it to respond
in a proactive manner to the changing needs of the Town Center.

Requested Services

Public Participation

Participation of the general public and interested parties is expected
to be a strong component that must be included within the significantly
compressed timeframe of the planning process.  The consultant will be
responsible for conducting public meetings to elicit comments on the
vision, goals and objectives for the Town Center.  The consultant is
expected to propose a work program or project approach and shall at
minimum include stakeholder interviews, in-person and web-based
community/attitude surveys, two council work sessions and two public
forums.  In addition, the consultant will be charged with establishing
policy objectives to attain vision and goals generated from the public
participation process.  The consultant must develop a web-based program
to track and analyze public input.

Economic Development Impact Analysis

The consultant shall prepare a commercial market study and economic
development strategy focused on retention and expansion of existing
businesses, and identification and attraction of new business
opportunities that will create a dynamic commercial mix, making the Town
Center a distinctive destination, day and evening.

Land Use, Transportation and Parking Planning and Analysis

The consultant shall prepare existing and future land use maps/plans, as
well as transportation and parking plans for the Town Center focused on
identifying incompatible uses and underutilization of land; traffic
circulation as it relates to pedestrian and vehicular traffic and
existing and future parking needs to service businesses within the Town
Center.

Physical Design & Site Plan Assessments

The consultant shall prepare a physical design plan illustrating
planning recommendations for the Town Center.  Recommendations should be
based on sound planning, architectural and preservation principles and
should address the vision and goals of the community as determined
through the public participation process.  The Plan is to address all
aspects of the physical environment including but not limited to scale,
mass, exterior finish materials, exterior furnishings and overall design
principles as well as related streetscape improvements such as
landscaping, sidewalk improvements and street lighting.  In addition one
of the focuses of the Plan is to establish a distinguished "brand" or
identity promoting itself as a destination location.  At the same time
the physical design plan is to provide a framework to evaluate the built
environment as well as proposed capital improvements within the Town
Center.

Submission Requirements
Proposals in response to this RFP should be focused and address
evaluation criteria and the expected services in a concise, but specific
nature. Each respondent shall furnish four (4) paper copies and one (1)
electronic version of their submission, and must demonstrate in their
submittal that they have the professional capabilities, and the
organizational and administrative experience needed to accomplish this
project.
