Central Business District Parking Study
The Village of Westmont, Illinois 
Submittal Deadline: September 5, 2007

The Village of Westmont is seeking proposals for professional consulting
services for a central business district parking study which would
thoroughly review current parking requirements, capacity, and projected
facility needs.  It is the intention of the Village to wrap the results
of the parking study into a comprehensive plan update over the course of
an approximate 18 month period.  The Village seeks qualified consultants
with considerable experience in parking analysis, transit oriented
design, and comprehensive planning in order to meet this objective.

The Village of Westmont (pop. 25,643) is located in suburban DuPage
County approximately twenty miles west of the City of Chicago.  The
community is located along the Burlington Northern Sante Fe railroad
line and was incorporated in 1921.  The central business district
features its own distinct zoning district classification, B-1 Limited
Business District, with an emphasis on retail and restaurant uses.  In
2000, the Village completed a Transit Oriented Development Study.  As a
result of this study, a number of incremental improvements have taken
place in the central business district over the last few years; however,
there is concern that a perceived shortage of convenient parking may
contribute to loss of competitive advantage compared to other nearby
communities and unintentionally limit redevelopment activity and
business viability.

The Village of Westmont Zoning Ordinance was adopted in 1972 and
significantly revised in 1996.  The Zoning Ordinance has been
periodically amended since its adoption.  The code is available at the

<http://www.westmont.il.gov/> , and is current through April 2, 2007.
The most recent Comprehensive Plan was completed in 1998 and is based on
information in the 1990 Decennial Census.  Electronic copies are
available upon request.

The study area is a state certified business district; the Village Board
has the right to approve or deny all requests for development and
occupancy in the central business district.  Frequently, a parking
variance is necessary because adequate off street parking cannot be
provided on site.  The Village anticipates that the district will
continue to experience a high level of infill development and
redevelopment along with the addition of a significant amount of higher
density residential units around the downtown core.

In order to accommodate continued growth and revitalization, the Village
seeks to review pertinent regulations in order to determine what code
revisions may be necessary and how to plan for additional parking
facilities.

DESIRED OUTCOMES
The Village of Westmont desires a parking study which will achieve the
following: 

*	Detailed summaries of existing facilities, capacity, forecasting
for both short and long term parking needs, recommendations on
objectives and an implementation plan including cost benefit analysis.  
*	Consideration for a range of alternatives which could
potentially meet the community's parking needs in the central business
district.  
*	Use of illustrations, tables, photographs and other information
to help simplify the planning document.  
*	Consideration for the safety and needs of pedestrians and
bicyclists including promotion of modes of transportation other than the
automobile.  
*	Recommend specific actions which will lead to a more
environmentally sustainable solution to meeting the parking needs of the
community.  
*	Breakdown of resources and timing necessary to achieve plan
recommendations including a ranking of priorities in order to achieve
the most meaningful improvements both now and in the future.  
*	Direct applicability to the upcoming comprehensive plan update.
Encourage consolidation of efforts with the ultimate goal of the parking
study leading directly into the update.  
*	Determination of the peak times (days of week/months/seasons,
etc.) when parking shortages may occur and recommendations for how to
plan for the various business types which may have differing customer
and employee flows.  
*	Meetings with downtown business and property owners as well as
Village elected officials and staff.  
*	Encouragement of public participation in plan development.  

REQUEST FOR QUALIFICATIONS 

*	Provide a brief description of similar previous work with other
municipalities along with sample work output.  
*	Provide three to five references from past contract work,
ideally similar in nature to this proposal.  
*	Describe general approach to project along with timeframe.  
*	Explain organizational management philosophy and length of time
in operation.  
*	Identify staff resources including subcontractors.
