Zoning Code Rewrite and Comprehensive Rezoning Project
The City of Baltimore, Maryland
Submittal Deadline: January 11, 2008

Solicitation of Proposals
The City of Baltimore adopted its Comprehensive Master Plan (CMP) in
November 2006.  We are now soliciting proposals for Planning and Zoning
expertise to assist and augment the staff-led Comprehensive Rezoning
Project, in the development of a new Zoning Code.

Consultants should have expertise in and ideally national experience
with all types of zoning approaches (traditional, performance,
form-based, etc) in order to assist the City in developing its own
hybrid code.  They should have experience working on zoning codes for
urban areas including but not limited to issues such as shared parking,
transit oriented development and various approaches to mixed use zoning.
Tasks may include but not be limited to:

*	Assist staff with drafting and finalizing code diagnosis
elements 
*	Assist staff during stakeholder-based visioning process 
*	Drafting of the ordinance 
*	Assist with creating the new zoning map 
*	Assessing the fiscal/economic impacts of comprehensive rezoning 
*	Development and use of technology (interactive codes, etc) 
*	Assist with adoption process and community outreach 
*	Ad hoc staff/public training and/or education 

Timeframe
This is expected to be and 18-240 month process from the time of
Consultant selection.  Any extensions of work would need to be
renegotiated.

Proposal Content 
Proposals should provide a clear and concise demonstration of the
respondent's capability to assist staff with diagnosing the existing
zoning code, developing a new zoning code, articulating the legal and
fiscal/economic impacts of rezoning Citywide, and assist with community
visioning, outreach and education. Proposals may include any background
or other supporting information that the respondent feels necessary, and
must include at a minimum the response requirements listed in this RFP.

The Department of Planning will not be limited solely to the information
provided by the respondent.  Additional information or modifications to
proposals may be requested from any prospective firm.
