95th Street Corridor Plan

The City of Lenexa, Kansas

Submittal Deadline: January 4, 2008

 

The City of Lenexa, Kansas requests qualifications for the 95th Street
Corridor Plan.

 

Background and Project Boundaries

The project boundaries are generally two blocks north and two blocks
south of 95th street with expanded boundaries at the Quivira, I-35 and
I-435 intersection/interchanges. It will be necessary to assess traffic
impacts for a larger area to be determined during final scoping of the
project.

 

Lenexa is a community of over 46,000 residents located in Johnson
County, Kansas in the southwestern portion of the Kansas City
metropolitan area. The City is approximately 12 miles southwest of
downtown Kansas City and approximately 25 miles east of Lawrence,
Kansas, the home of the University of Kansas.

 

As the City approaches build-out to the west, there is continued
interest in ensuring the community's reputation of quality development
and economic vitality. The Governing Body has discussed the importance
of 95th Street in this regard. In fact, there is an established Tax
Increment Financing District which centers on 95th Street and a
Neighborhood Revitalization District in the corridor (see map above).
These represent ready opportunities for incenting both residential and
commercial development/redevelopment. This corridor is also important to
sustaining the city's original Old Town neighborhood. Although north of
the project area, land use and transportation approaches that compliment
Old Town are essential to a successful project.

 

Goals

The primary goals to be addressed through the project include:

 

Defining the future character of the land-use and development pattern in
the corridor incorporating cutting edge principles of walkability,
sustainable development, and mixed use.

 

Defining the future character of the roadway corridor consistent with
the distinctive identity established along Prairie Star Parkway to the
west. Given this is a developed corridor, interpretation of the Prairie
Star theme may be expressed differently. Imaginative solutions are
encouraged.

 

Providing development scenarios supported by market data to assist in
arriving at a preferred scenario that defines redevelopment/development
potential within the corridor.

 

Determining the future infrastructure needs and street/infrastructure
design standards for the corridor. Context sensitive design principles
for the project should be defined and employed. Of specific interest is
the identification of infrastructure needs or other public facilities
necessary to catalyze private development.

 

Providing specific strategies for implementation of the plan.

 

Process

The City of Lenexa is currently involved in a new visioning process
called Vision 2030. The process will result in recommendations to guide
Governing Body decisions relative to maintaining community
infrastructure and vitality as well as growth and development. The 95th
Street Corridor Plan will be coordinated with the Vision 2030 process
through the Vision 2030 Steering Committee.

 

The Planning Commission will serve as the advisory committee for the
95th Street Corridor Plan with strong staff support from the Planning
and Public Works Departments. There are a number of stakeholders
interested in the future of the corridor and it is expected that they
will be engaged throughout the project.

KDOT

 

Implementation of a stakeholder based planning process is central to the
95th Street Corridor Plan. The Consultant is responsible for devising a
plan process hereby stakeholders will be closely involved with corridor
analysis, idea generation, feedback on alternative concepts and
selection of a preferred alternative. It is important that the plan be
completed by the end of September 2008 so that it can be incorporated
into the Vision 2030 document.

Submittal Requirements

Proposals submitted in response to this request shall include the
following material.

 

Consultant Team - Please provide a brief firm description of each team
member and their role in the project.

 

Team Personnel - Identify the people who will be working on the project
by firm and include resumes. Clearly identify who will manage the
project and provide specific experience for this individual on similar
projects.

 

Relevant Experience - Specific project descriptions of similar scope to
the 95th Street Corridor Plan completed by the Team with reference
contact information for each.

 

Stakeholder Participation Strategy and Project Approach - Please provide
a project approach and strategy for stakeholder participation along with
a process timeline.

 

Proposals longer than 40 pages, total, will not be accepted.

 

6 Copies of the Submittal should be sent c/o Patti Banks at PBA, 929

will be accepted at pbanks at pbassociates.com. Submittal deadline is 5:00
pm January 4, 2008.
