Part 2
The City of Blue Island, Illinois

BACKGROUND
The City of Blue Island is a 4.5 square mile, 170-year-old community
that borders the southwest corner of Chicago. The City grew up as a
transportation and industrial center, with a traditional main street
area that met local commercial needs. The present land use and
infrastructure of Blue Island reflects this legacy. In 2005, Blue Island
adopted an economic development plan to revitalize the city's commercial
and industrial districts based on Transit- and Cargo-Oriented
Development ("TOD" & "COD") redevelopment strategies. Recently, the City
was awarded a 2007 USEPA Brownfields Assessment grant of $200,000 to
develop a citywide Brownfields program and to inventory, prioritize and
assess the environmental conditions of properties located within the TOD
redevelopment areas.
SCOPE OF PROJECT
The City of Blue Island recently announced the first of two RFPs
associated with its 2007 USEPA Brownfields Assessment Grant. The City is
now offering the second opportunity and seeks proposals from qualified
firms for environmental engineering services associated with this grant.
Consultants will perform Phase I and Phase II Environmental Site
Assessments (ESAs) in conformance with respective USEPA requirements.

Your qualifications and proposal should address the following major work
items:
1. Perform 25 Phase I Environmental Site Assessments
(August-December 2008)
2. Perform 2 Phase II Investigations (December 2008-April 2009)
Prior to the initiation of Phase II testing, a Quality Assurance Project
Plan (QAPP) and Health & Safety Plan (HASP) will be prepared and
submitted for EPA review and approval. Once EPA has approved the QAPP &
HASP, a Site Sampling and Analysis Plan (SAP) will be submitted for each
property. The SAPs will include information on proposed soil and/or
groundwater sample locations, analytical parameters, and frequency of
sampling. Field investigation activities for two (2) properties will be
performed in accordance with applicable state and federal protocols.
3. Develop Preliminary Closure Strategies & Costs
Following completion of Phase II ESAs, advise project team on
preliminary closure strategies & costs.
SUBMISSION REQUIREMENTS
* Proposal Narrative: The proposal narrative explaining the
overall strategy to be taken toward completion of the project, how each
of the major work items listed above will be carried out, and any
recommended variances in the project scope as presented in this RFP.
Please be sure to address project timing to meet the deadline for the
completion of tasks listed above.
* Qualifications: Brief statement of qualifications together with
appropriate supplemental information demonstrating qualifications of the
firm and the key personnel identified to undertake the proposed project.
Please indicate the numbers of years the firm and the key personnel have
been involved in projects requiring a similar set of skills and
expertise.
* Project Budget/Cost Proposal: Submit a fixed-price cost proposal
for the proposed consulting services, including, by major task, time and
cost estimates for personnel as well nonpersonnel costs.
* References: List of references, including municipalities or
other organizations with which the firm has accomplished similar
projects.
* Fee Schedule: Fee schedule for professional and support staff to
be included in the project.
* Contracts: Submit proposed professional services agreement,
including relevant terms and conditions, and a statement of available
insurance.
Deadline for submission of your qualifications and proposal is December
28, 2007 at 5:00pm.
