City Wide Master Plan
The City of Peculiar, Missouri
Submission Deadline: March 5, 2007
Background Information
The upcoming city-wide Master Plan will be an important development tool
for the City of Peculiar. The City will soon elicit extensive public
and private input, hold copious amounts of public meetings and embark on
a plan that will be a cornerstone of development and advancement of the
City. It will be a long process that will be the model of plans to
come.
Many cities make the mistake of establishing Master Plan goals/etc in
"gray" or fuzzy terms that are all but impossible to measure. An
example may be something like... "The goal of the plan is to enhance
the neighborhoods in the City". How does one do that? More
importantly, how does anyone know when or how a neighborhood is/has been
"enhanced"? Therefore, many Cities don't realize the growth/development
that their plans called for because there has been no way to measure
those goals. Furthermore, some cities exert huge efforts and costs in
drafting a plan only to have it become a "dust catcher" because no one
can define or measure the "enhancements" it described. The people
involved begin to lose faith and the public wonders why they invested
their time being a part of it. All of this only serves to make future
plans more difficult to conceive and achieve.
General Overview of the City
Peculiar Missouri is a city of approximately 4,300 people. We are
located in the South East side Kansas City metro area which has a total
population of approximately 4 million. Peculiar Missouri is located in
Cass County. We are currently experiencing extensive development in the
City. Numerous housing developments continue to spring up in the City.
The central part of the City is home to numerous and unique
neighborhoods. Development continues to be in all directions of the
downtown and the infrastructure to handle the amount of residents is
being strained. The wave of housing from urban Kansas City will continue
and push toward Harrisonville, which is south of Peculiar. Raymore which
is north of the City as well as Belton, have expanded risen in
population by incredible numbers. The wave continues to come to Peculiar
which had a population of 2,600 in the year 2000 and now is pushing to
be 5,000 in just 6 years.
Scope of Work
The City Administrator's Office is soliciting proposals for Master Plan
consultant services.
The Administrator wants assistance to formulate an action plan, schedule
and conduction of the entire Master Plan process. A challenge is to form
a working plan that will balance the demands commercial activity with
the community's love of its cultural and historical attributes.
The consultant will meet with the Elected Body, Planning and Zoning
members, City Administrator Staff, Planning staff as well as civic,
neighborhood, church and business groups throughout the city. The
consultant will be responsible for conducting dozens of public meetings
and focus groups throughout the city. A thorough citizen survey will
also be conducted. These meetings will need to be incorporated into the
overall plan. Various staff employed with the City and the elected body
may be recruited and educated to assist in small meeting facilitation.
The Master Plan must also address first ring suburbs and the greater
Kansas City metro area.
The Master Plan will also include, but not limited to, a future land-use
map, street scapes, commercial and residential buffers, public art,
signage, way finding, code writing for implementation, implementation of
the current storm water study and codes written for implementation.
Ultimately, the consultant must develop an implementation strategy that
is user-friendly, quantifiable and adjustable.
The types of staff in City of Peculiar agencies that the contractor must
interview are Community Development Planner, Public Works, Parks and
Recreation, City Administrator's Staff and possibly others.
Other helpful informational material that can be provided to the
consultant includes how the public meetings will be facilitated,
synthesized and integrated into the Master Plan. Consultants will need
to be able to interact fluently with various neighborhoods. The City is
looking for innovative methods of citizen participation and plan
crafting.
The goal of this project is to craft a Master Plan that will be user
friendly, productive, well done, and encompassing codes written to
provide implementation. Another goal is to win an American Planning
Association Award for an Outstanding Plan.

neighborhood groups, Kiwanis, Rotary, focus groups and etc.

* Neighborhood "Mini Plans"
* Planning Commission and Governing Body involvement
* Accurate and quantifiable Implementation Strategy
* APA Award for Excellence in Planning
* GIS information
* Website for plan DURING its process
* Land use map
* Codes written for the entire implementation of the process and
conformance to Master Plan
* Review and comment on land use plans and/or special use permits
that can affect the Master Plan process being conducted.
The contractor will be required to provide the following deliverables:
* Land Use map
* Website for the Master Plan
* GIS Coordination (maps)
* Comprehensive and useful citizen surveys
* Accurate and quantifiable Implementation Strategy
* Community indicators
* Market summary
* Highly user-friendly Master Plan
* Codes written in completion for implementation of the plan
* Review all land use and special use permits that are petitioned
during the Master Plan development, which could impact.
