Comprehensive Plan Update
The Town of Boonsboro, Maryland
Submittal Deadline: March 26, 2007
PROJECT SUMMARY
Introduction
The Town of Boonsboro requests proposals from experienced land use
planning consultants to assist the Planning Commission in revising its
Comprehensive Plan. A small town located in Western Maryland with a
population of about 3,000, Boonsboro is the second largest municipality
in Washington County catching the overflow growth of the
Baltimore-Washington, D.C. area. The Town's current Comprehensive Plan
is nearly 10 years old, and the rapid pace of growth along with the
recent annexation of over 900 acres have created the need for a solid
update.
Project Overview
Boonsboro's most recent plan was adopted in 1997 after the Smart Growth
initiative with assistance by the Washington County Planning Department.
The Plan was first adopted in 1974 and was revised again in 1991. The
major focus areas of an updated Plan include, but not limited to:
* Staging of growth of newly annexed areas;
* Redevelopment of the downtown business district;
* Suitability of existing land use and zoning regulations;
* Residential land use and workforce housing;
* Commercial land use and economic development;
* Water and sewerage resources and capacity;
* Transportation issues and proposals; and
* Senior citizen opportunities.
Submittal Requirements
The Town Planner must receive proposals for consideration no later than
3:00 p.m. on Monday, March, 26, 2007. Inquires regarding the process of
proposal preparation are to be made no later than one week prior to the
proposal due date as specified above. The Planning Commission will open
proposals at the regularly scheduled meeting held March 28, 2007 at 7:00
p.m. in the Town Hall. Please submit all proposals to:

proposal shall include a letter of transmittal, detailed cost estimate,
resumes of key personnel, relevant experience in writing Comprehensive
Plans, and a project work schedule and time line.
Selection Criteria
All proposals received will be reviewed by the Planning Commission
against the selection criteria set forth in the RFP and the policies,
procedures, and goals of the Town. Consultant firms may be invited to
interview with the Town. The Town will make a final selection a
consultant based upon the criteria of the RFP and the schedule of
completion time.
