Comprehensive Plan
The City of Monroe, Louisiana 
Submittal Deadline: March 9, 2007

Purpose
The City of Monroe, Louisiana is seeking proposals from qualified
planning consultants for services in development of a new Comprehensive
Plan. The last plan was adopted in 1988 and needs to be completely
rewritten to reflect current conditions and to formulate a plan for
balanced growth and development of the City.

The Comprehensive Plan will include policy statements, goals,
objectives, guidelines, maps and graphics that will serve as a working
framework for the development of future land use public policy. This
framework will provide clear and predictable guidance to developers,
stakeholders and citizens; help maintain collaborative and respectful
relationships within the community; establish policies and priorities
for coordinated development/redevelopment and potential infrastructure
expansion; and provide strategies to encourage economic development,
quality residential growth, and general improvements for the protection
and improvement of the quality of life for the residents and businesses
of the City of Monroe.

Background
The City of Monroe is the parish seat of Ouachita Parish and covers an
area of over 32 square miles. As of the 2000 census, the City had a
total population of 53, 107, making it the eighth largest city in
Louisiana.

Monroe is home of the University of Louisiana at Monroe (formerly known
as Northeast Louisiana University). The City is located along the banks
of the Ouachita River and continues to serve as the population center
and economic hub for over 500,000 people in the northeast Louisiana,
southeast Arkansas and northwest Mississippi region.

Sealed proposals must be received no later than 5:00 p.m. on March 9,
2007.

To facilitate the clarification of requirements, consultants must submit
questions by e-mail by February 23, 2007.  The City will conduct a
pre-selection conference on February 28, 2007 from 10:00 am. - 11:00 am
CST.
