consultants follow a two-part RFQ/RFP selection procedure.

Request for Proposals - Consultant Services
Vision Plans
City of Jacksonville, Florida
Submittal Deadline: February 23, 2007
The City of Jacksonville Planning and Development Department (JPDD) is
seeking professional assistance in the form of a consulting team with
extensive experience in comprehensive land use planning, coastal and
environmental management, housing, economic development and
transportation planning to assist in the development of a community
vision for three planning districts (Urban Core, Southeast and
Arlington). The consultant will be expected to develop the vision plans
with maximum public participation utilizing interactive methods and
establishing a broad participatory process.
The consultant team will also be expected to assist in the analysis of
data required for creating the vision in a manner that is consistent
with and further assists the City in the preparation of an Evaluation
and Appraisal Report (EAR) regarding the City of Jacksonville 2010
Comprehensive Plan.
The consultant will provide professional planning, economic, financing,
urban design, engineering, traffic engineering and GIS services in
preparation of the "Shared Vision and Master Plans" for the Urban Core,
Arlington and Southeast Planning Districts. The Shared Vision and
Master Plans will provide a build-out land use map that reflects the
community values and a consensus from participants in the public
involvement process.
The development of each plan may be required to be consistent with
visioning requirements set forth in Florida Statutes 163.71773,
including the creation of an urban services boundary.
Upon successful completion of the three vision plans and dependent upon
availability of funding, the JPDD may extend the contract to update 3
existing vision plans (North, Northwest, and Southwest planning
districts), integrate all 6 planning district vision plans into a
unified City vision and provide assistance in rewriting the
Comprehensive Plan.
Proposals must be received no later than 4:00 p.m., Friday, February 23,
2007.
