The AICP Commission requests that entities soliciting planning
consultants follow a two-part RFQ/RFP selection procedure.

Comprehensive Plan Update
Village of Hebron and Licking County, Newark, Ohio
Submittal Deadline: February 28, 2007
Licking County, in partnership with the Village of Hebron, is requesting
proposals to update the Village's current Comprehensive Plan, which was
adopted in 1998. Although the existing plan has served the Village well
for the past nine years, it is time to re-evaluate the Village of
Hebron's vision for growth in our community. New development issues and
technologies face the Village now and a new Comprehensive Plan needs to
address them directly. The issues facing the community must be met with
new ideas and continued expansion. Some of the questions the
Comprehensive Plan will answer are:
* What kind of community should the Village of Hebron be as it
continues to grow and prosper from 2008-2030?
* What can be done to enhance and develop the downtown Hebron
area?
* How large of a community should the Village of Hebron be at some
point in the future, relative to geographic size, population, number and
type of dwelling units, type and amount of commercial and industrial
uses, and density? What are the constraints and opportunities relative
to reaching these goals?
* What are the appropriate land uses, zoning, densities, and
service needs for all the properties in the community?
* What role should the community play with the surrounding areas?
* How can we enhance and expand our parks and recreation for the
community?
The process required to create the Comprehensive Plan shall include
extensive effort to involve citizens, businesses, government and various
interest groups. This involvement will provide ideas to be considered,
as well as justification for those ideas presented and excluded from the
Comprehensive Plan, and to build a consensus to support the
Comprehensive Plan.
