Comprehensive Plan
The City of Warren, Ohio
Submittal Deadline: March 9, 2007
The City of Warren, Ohio is requesting Statements of Qualifications from
professional planning and design firms licensed in the state of Ohio to
prepare a citywide Comprehensive Plan.
BACKGROUND/PROCESS
The City of Warren (www.warren.org <http://www.warren.org> ) focuses on
creating strong and vibrant neighborhoods through collaboration with
government agencies, non-profit and private-sector organizations. On its
behalf, the Community Development Department administers a range of
community-based programs with the objective of improving economic
opportunities and housing conditions within the city, as well as
creating and maintaining partnerships with citizens and other city
departments to
provide an array of proactive, responsive, and people-oriented services.
The current Comprehensive Plan was commissioned in 1960 and completed in
1961; it has never been substantially updated. The project will involve
close coordination with representatives of City of Warren
Administration, Council, and Community Development Department, who will
assist the consultant with the collection of materials, the acquisition
of citizen input, and other project tasks to be defined. This is
designed to be a participatory process, leading to consensus amongst
Warren
citizens relative to a long-term vision for the community. As such, it
will be very important for the consultant to demonstrate an ability to
facilitate a process that includes community outreach and public
participation.
STUDY AREA
Historic capital of the Western Reserve and Trumbull County seat, Warren
was founded in 1799 and is located in Northeastern Ohio, 52 miles
southeast of Cleveland and 14 miles northwest of Youngstown. Warren
occupies a land area of roughly 16 square miles and serves a population
of over 46,000 residents. The largest city in Trumbull County, Warren is
the 22nd largest city in Ohio and a fundamental component of the
Youngstown-Warren-Boardman MSA, which is ranked 81st
in size among the nation's 361 metropolitan statistical areas. The study
area includes a mix of housing, commercial corridors, and industrial
property, as well as a historic downtown district. Due to the size of
the study area, some neighborhoods and corridors will necessitate more
detailed study than others.
SCOPE OF WORK
The objective of the Comprehensive Plan is to evaluate current, future,
and potential development patters in the city. Plan components will
include (but are not limited to) maps and text regarding:
* existing natural and historic features and land uses;
* current land use with projected future use in study area;
* evaluation of existing infrastructure and public facilities;
* socio-economic trends and projections and general market
conditions;
* housing characteristics/condition and general market conditions;
* recreational areas, including parks, open space, greenways, and
walking/biking paths;
* development obstacles and achievement of market potential;
* identification of redevelopment strategies and market
opportunities;
* capital improvements program and timeline for appropriate
implementation; and
* recommendations for policy and planning, including a clear
statement of policies, goals, and objectives to guide decision-makers in
future development decisions.
SUBMITTAL INFORMATION
The Statement of Qualifications should not exceed 20 pages and should
include:
* all relevant contact information for the firm;
* description of the firm's expertise in the preparation of
comprehensive plans for local governments and in effectively soliciting
public input;
* year of establishment, as well as any previous firm names;
* names, titles, experience, qualifications and service periods of
principals/key personnel;
* list of recent relevant projects; and
* contact information for at least three references involving
similar projects.

The City of Warren reserves the right to request supplemental
information. After review of all submissions, the city will invite
qualified firms to submit proposals and participate in the interview
process. After the interviews, each firm will be requested to prepare a
detailed scope of work and proposed budget; final decisions will be
based on this submission. In the event that this RFQ is withdrawn or the
city determines not to enter into an agreement with any of the
respondents, the city assumes no liability whatsoever for any costs or
expenses incurred in connection with the RFQ or otherwise.
Interested firms should submit eight copies of the Statement of
Qualifications by close of business on FRIDAY, MARCH 9, 2007 to:
